Tento politický dokument zkoumá čtyři možné scénáře budoucnosti programu Východního partnerství (VP), rozvádí důsledky těchto scénářů pro spolupráci mezi EU a Ázerbájdžánem a možné zavedení nové dvoustranné komplexní dohody. Scénáře popisují rozpuštění Východního partnerství, jeho pokračování bez nové dohody, zavedení omezené bilaterální dohody zaměřené na ekonomické, obchodní a energetické aspekty a vytvoření komplexní dohody pokrývající politiku, bezpečnost, energetiku, hospodářství a obchod. spolupráce mezi EU a Ázerbájdžánem. Každý scénář je analyzován pomocí SWOT analýzy na jeho silné a slabé stránky, příležitosti a hrozby pro Ázerbájdžán a EU, přičemž se hodnotí jejich důsledky pro budoucnost partnerství mezi EU a Ázerbájdžánem.

Abstract:

This policy paper explores four potential scenarios for the future of the Eastern Partnership (EaP) program, elaborating on the implications of the scenarios for the EU-Azerbaijan cooperation and possible introduction of the new bilateral comprehensive agreement. The scenarios describe the dissolution of the EaP, its continuation without new agreement, the introduction of a limited bilateral agreement focusing on economic, trade, and energy aspects, and the establishment of a comprehensive agreement covering political, security, energy, economic, and trade cooperation between the EU and Azerbaijan. Each scenario is analyzed via SWOT analysis for its strengths, weaknesses, opportunities, and threats for Azerbaijan and the EU, assessing their ramifications for the future of the partnership between the EU and Azerbaijan.
