Impact of party position in domestic political system on party attitudes in the European Parliament: the case of Civic Democratic Party

Abstract:

Cílem bakalářské práce je zjistit, zda má změna pozice politické strany z postavení v opozici na postavení ve vládě dopad na chování zástupců daného subjektu v Evropském parlamentu. Práce vychází z předpokladu, že tzv. měkce euroskeptické strany mohou v případě převzetí vládní zodpovědnosti změnit svůj vztah k EU. Hypotézou práce je tvrzení, že v hlasování europoslanců za ODS nenastala žádná změna v souvislosti s tím, zda mateřská národní ODS byla v opozici či ve vládě. Hypotéza byla prověřena analýzou jmenovitých hlasování v opoziční a vládní době. Text je rozdělen na dvě části, přičemž v teoretické části se práce věnuje charakteristice ODS, její historii, jejímu přístup k evropské integraci. Dalším tématem je pojem euroskepticismus a přístup zkoumané strany k tomuto fenoménu. Poslední úsek první části se věnuje politické skupině v EP EPP-ED a postavení ODS v této frakci. Druhá analytická část se zabývá analýzou jmenovitých hlasování. Na konci práce jsou pak sumarizovány zjištěné výsledky a vyvozeny z nich závěry vztahující se k hypotéze této práce.

Abstract:

The goal of this thesis is to discover, how the situation when the party changes it´s status from opposition to the governmental party will influence the behavior of it´s representatives in European Parliament. The prerequisite of this thesis is that so-called soft-euroskeptical parties tend to change the relation to the EU after they get into the government. Hypothesis of this thesis is that the voting of the Civic Democratic Party deputies is independent of the fact whether the national party was in opposition or in government. The hypothesis was verified by the analysis of the roll-call-votes in the opposition and governmental time of the national Civic Democratic Party. The structure of the thesis has two parts. The first, theoretical part is focused on characterizing the Civic Democratic Party, it´s history and approach to the European integration. Another topic of the first part is euroskepticism and the approaches of Civic Democratic Party to this phenomenon. There will be also described the political group EPP-ED in European Parliament and it´s relation to the Civic Democratic Party. The second, analytical part is focused on the analysis of roll-call-votes. At the end of the thesis the conclusion will be made based on the summarized results and the hypothesis will be either confirmed or disproved.
