Abstract:

Tato disertační práce se zabývá hlavními makro-efekty sociální politiky na to, jak funguje trh práce, za předpokladu, že dochází k posunům k pobídkovosti na trhu práce. Hlavní výzkumná otázka tedy zní: “Jaká je schopnost sociální politiky při zohlednění přinucujících principů vysvětlit její efekty na trh práce (jak zamýšlené, tak očekávané)?“ Text má tři cíle: hlavní cílem je statistická analýza efektů sociální politiky na trh práce na základě srovnání sociálních výdajů a faktorů popisujících trh práce z hlediska zaměstnanosti, flexibilních pracovních míst a nezaměstnanosti, na základě srovnání efektů institucí čtyř hlavních režimů sociálního státu. Druhým cílem je evaluace teoretických (normativních) přístupů, které vedou k realizaci samotné politiky stejně jako vytváří veřejný diskurz o legitimitě. Zde se jedná o rozbor teorií vycházejících z různých hodnotových přístupů. Třetí aspirací je metodologický rozbor možností uchopení analýzy tohoto problému, z čehož vychází seznam empirických indikátorů pro rozbor koersivních opatření. Tato metodologicko-teoretická analýza navádí k pochopení klíčových mechanismů sociální politiky, které jako takové nejsou uchopitelné bez kvalitativní metodologie. Ačkoli výsledky analýzy makro-trendů nejsou jednoznačné, určité orientační východiska poskytují. Zdá se, že hypotéza o vlivu institucionálních faktorů na efekty sociální politiky má racionální základ, nikoli jednoznačné výsledky. Ukazuje se totiž, že analýza makro-trendů je příliš robusní na pochopení efektů drobných změn v sociální politice. Vedle toho v analýze rovněž chybí další aspekty implementace stejně jako uvedené pochopení funkcí změn v zákonech, které jsou dílčí a nesystematické ve srovnání s celkovým vývojem ekonomiky a společnosti.

Abstract:

The thesis deals some main macro effects of the social policy under the assumption of the coercion on the labour market. The main question is therefore as follow: What is the explanatory power of social policy in respect of its coercive (intended and empirical) effects on the labour market? There are three objectives of the text whereby the first is the statistical analysis of the effects of social policy on the labour market in various welfare state regimes. The second main point of the thesis concerns the evaluation of the theoretical approaches. This is a disputation of the theories based on the evidence of various approaches. The third goal regards the disputation of the methodological problems. I derive a set of empirical indicators of social policy shifts that are not empirically developed in the text. Theoretical analysis brings me to the problem of the core mechanisms that are only evaluated through qualitative analysis. Although no clear patterns based on welfare regimes can be perceived, some conclusions can be provided. It seems that the hypothesis has rational fundaments, but the chosen perspective of the analysis was not the most appropriate. However, this is also a positive aspect of the text due to the evaluation of the approach which has not been applied yet. It seems that the macro level cross-sectional comparison is too cumbersome for the analysis of such subtle effects as social policy effects. In the analysis, important aspects of the implementation are missing, as well as a mechanism on the individual level and a connection to the legal rules, due to the weak connections to the macro effects.
