Analysis of the WTO dispute between the Russian Federation and the USA on steel and aluminum measures

Abstract:

Diplomová práce se věnujě obchodnímu sporu vedeného u WTO ohledně zavedení tarifů USA na ocel a hliník. Práce se zaobírá současnou situací na mezinárodním trhu oceli i hliníku, uvádí největší producenty, vývozce a dovozce na daných trzích. Práce analyzuje pozici obou aktérů sporu v rámci obchodu s ocelí a hliníkem a jejich vývoj. Zaobírá se také otázkou výjimky národní bezpečnosti jako důvodu pro zavedení ochranných obchodních opatření. Dále se zaměřuje na dopady zavedení těchto tarifů a jejich vliv na ekonomiky obou aktérů sporu. Další část práce se věnuje samotnému sporu, co mu předcházelo a jaké byly následné odvetné reakce. Zaobírá se také relevantními spory dalších států vůči stejným ochranným opatřením. Práce se dále zaobírá možným vlivem sporu na fungování, mezinárodní uznání a prestiž samotné WTO.

Abstract:

The thesis deals with a WTO dispute concerning the introduction of US tariffs for steel and aluminium. The work deals with the current situation on the international steel and aluminum market. Also lists the largest producers, exporters and importers in the markets. The thesis analyzes the position of both the parties involved in the dispute on the steel and aluminum trade and their development. It also addresses the issue of exemption of national security as a reason for introducing trade barriers. It also focuses on the impact of introducing these tariffs and their impact on the economies of both parties. The next part of the thesis deals with the dispute itself, what preceded it and what were the subsequent reprisals. It also deals with relevant disputes of other states against the same protection measures. The thesis also deals with the possible influence of the dispute on the functioning, international recognition and prestige of the WTO itself.
