Availability of data for verification of solvency of Czech municipalities by banks

Abstract:

Diplomová práce se zabývá dostupností dat, se kterými pracují komerční banky při ověřování solventnosti českých obcí. Cílem práce je zjistit, jestli jsou tato data o municipalitách nejen veřejně dostupná, ale zároveň i validní. První část práce vymezuje veřejný sektor jako takový a je zaměřena i na výkaznictví obcí v České republice. Popisuje bankovní produkty a finanční analýzu municipalit z pohledu komerčních bank a identifikuje její odlišnosti od soukromého sektoru. Další část se věnuje konstrukci ukazatelů pro hodnocení obcí a přibližuje bankovní scoring. Praktická část analyzuje dostupnost a validitu dat o obcích s rozšířenou působností a klade důraz na data, z nichž jsou sestaveny ukazatele hodnotící municipality. Analýza je podložena i na výstupech z dotazníkového průzkumu, jehož respondenty jsou pracovníci komerčních bank, kteří se zabývají segmentem veřejného sektoru.

Abstract:

This diploma thesis deals with availability of data used by commercial banks in verifying the solvency of Czech municipalities. The objective of this thesis is to find out whether these data about municipalities are not only publicly available, but also valid. The first part of the thesis defines the public sector as such and is focused on the reporting of municipalities in the Czech Republic. It describes banking products and financial analysis of municipalities from the perspective of commercial banks and identifies its differences from the private sector. The next part deals with the construction of indicators for the evaluation of municipalities and approaches bank scoring. The practical part analyses the availability and validity of data on municipalities with extended powers and emphasizes the data from which the indicators evaluating municipalities are compiled. The analysis is also based on the results of a questionnaire survey, whose respondents are the employees of commercial banks who deal with the public sector.
