Abstract:

Tato absolventská práce je zaměřena na Podporu pěstounů na přechodnou dobu. Poznávacím cílem je zjistit: „V čem spočívá podpora pěstounů na přechodnou dobu v různých obdobích procesu přechodné pěstounské péče?“ Práce je rozdělena na část teoretickou a část praktickou. Teoretická část obsahuje pět na sebe navazujících kapitol. První kapitola popisuje potřeby nejmenších dětí a teorii attachmentu. Druhá kapitola představuje institut pěstounské péče na přechodnou dobu jak z hlediska legislativy, tak z hlediska jejích specifik a popisuje skupiny dětí, které se do této formy pěstounské péče nejčastěji dostávají a proč. Další kapitola pojednává o osobě pěstouna na přechodnou dobu, jaké jsou na něj a jeho rodinu kladeny nároky a jaká je jeho úloha v závislosti na věku dítěte. Čtvrtá kapitola přibližuje celý proces cesty k pěstounství, od podání žádosti po vydání rozhodnutí a poslední kapitola je zaměřena na zdroje podpory přechodných pěstounů a obsahuje také podkapitolu týkající se navrhované úpravy zákona o sociálně právní ochraně dětí v oblasti dávek pěstounské péče. Na teoretickou část navazuje část praktická, která metodou kvantitativního výzkumu, za pomocí polostrukturovaného rozhovoru, odpovídá na výzkumnou otázku: „V čem vidí pěstouni na přechodnou dobu přínos podpory ze strany státu a doprovázejících organizací v různých obdobích procesu přechodné pěstounské péče?“ Z rozhovorů s osmi konverzačními partnerkami, pěstounkami na přechodnou dobu, vyplynulo, že ve své práci nacházejí hluboký smysl a naplnění, ale podporu ne vždy vnímají jako dostatečnou, přičemž největší přínos podpory spatřují v rovnocenné spolupráci s dalšími subjekty systému náhradní rodinné péče a ve finančním a morálním ocenění pěstounství na přechodnou dobu.

Abstract:

The topic of this final work is Support for temporary Foster care. The aim of this work is to answer the question: "What is Support for temporary Foster care consisted of in various parts of the process of temporary Foster care?" The work is divided into two parts: the theoretical section and the practical section. The theoretical part is composed of five continuous chapters. The first chapter is focused on describing the needs of the youngest children as well as the theory of attachment. The second chapter examines the institute of temporary Foster care from a legislative standpoint along with its specifics and describes groups of children most likely to take part in temporary Foster care and why that is the case. The matter explained in the following chapter is the Foster parent, the demands placed upon the Foster parent and the Foster parents’ family and the role of the Foster parent according to the child's age. The fourth chapter describes the process of transition to the Foster parent's care beginning with the submission of the request and ending by the final decision. The final chapter is focused on the sources of the subsidies and includes a subchapter about proposed adjustment to the law of social and judicial security in the field of subsidies for Foster care. The question: "What benefits does the temporary Foster parent see in the subsidies provided by the government and other accompanying organizations in various parts of the process of temporary Foster care?" is answered in the practical section using the method of quantitative research and by the means of partially structured dialogue. The result found after conversation with eight different temporary Foster parents is that Foster parents get deep fulfillment from their work. However, the support is often perceived as suboptimal. The cooperation between other subjects of Foster care as well as the financial and moral reward are mentioned as the biggest benefits of support for temporary Foster care.
