Current security threats of the Western Balkans Region. Critical analysis of the security concept of the Copenhagen school.

Abstract:

Předložená dizertační práce si vytkla dva cíle: 1. kritickou analýzu Kodaňské školy viděnu prizmatem balkánských studií; 2. analýzu bezpečnostních hrozeb západního Balkánu s časovým omezením od rozpadu SFRJ až po současnost, a to za použití rozšířeného konceptu bezpečnosti. Záměrem textu je vymezení relevantních bezpečnostních hrozeb, které se v daném regionu vyskytovaly, a jejich současná interpretace podložená historickými daty. Konečným úkolem je pak zhodnocení současného ohrožení jihovýchodní Evropy. Konkrétním cílem práce je prověření několika hypotéz, které jsou základem orientace prezentovaného výzkumu. Pi formulování hypotéz byl brán ohled na zmiňovanou metodologickou a konceptuální preferenci: Hypotéza č. 1: V regionu západního Balkánu dochází k překrývání societálních a politických hrozeb, a proto je nutné tyto dva sektory analyzovat současně. Hypotéza č. 2: Koncept ekonomických hrozeb Kodaské školy není aplikovatelný na areál západního Balkánu a je nutná modifikace tohoto pojetí, vypracovaná s ohledem na bepečnostní problémy jihovýchodní Evropy. Hypotéza č. 3: Ohnisko bezpečnostních hrozeb západního Balkánu se nachází v Kosovu. Dizertační práce je strukturována do šesti kapitol. První část textu je věnována teoretickému úvodu (kapitola č. 1), který seznamuje s historickým vývojem pojmu bezpečnost a s celkovou koncepcí Kodaňské školy. V kapitole druhé zabývající se rozpadem SFRJ byla zohledněna metoda vědy Zeitgeschichte, která čtenáři umožní porozumění balkánskému areálu. Zájem kapitol č. 3-6 je soustředěn na přímou aplikaci širšího pojetí bezpečnosti Kodaňské školy na areál západního Balkánu s využitím empiricko-analytické metody. Struktura textu kopíruje členění bezpečnostního pojetí, jak bylo navrženo Kodaňskou školou v posledních dvou dekádách minulého století, s menší modifikací sloučení politického a societálního sektoru. Čtenáři je tak představena analýza vojenských, politicko-societálních, ekonomických a environmentálních hrozeb v areálu západního Balkánu. Závěrečná část práce odpovídá na otázky položené v úvodu a zabývá se zejména postulovanými hypotézami. První dvě hypotézy jsou spojeny s prvním cílem práce, tedy s kritickou analýzou širšího pojetí bezpečnosti užitou v daném regionu. Celková koncepce Kodaňské školy se ukázala jako nosná pro aplikaci na daný areál. Menší odchylky byly avizovány v hypotézách vznesených v úvodu práce. Areál západní Balkánu se ukázal jako exemplární příklad propojení societálních a politických hrozeb. Latentnost societálních hrozeb přechází do manifestované podoby a v politickém sektoru potvrzuje metamorfózu, respektive dvojjedinost politicko-societálních hrozeb. Hypotéza č. 2 se odkazuje na Buzanovo pojetí ekonomických hrozeb, které jsou omezeny pouze na globální hrozbu kolapsu mezinárodní ekonomiky. Tyto obavy však nebyly v areálu západního Balkánu v daném časovém období relevantní a k jejich sekuritizaci nedocházelo. Užití tohoto omezení vylučují i embarga mezinárodního společenství, která v určitých časových momentech směřovala k závislosti na autarkním hospodářství jednotlivých balkánských států. Naopak k sekuritizaci organizovaného zločinu dochází na lokální, regionální, neregionální subsystémové, ale i na globální úrovni. Hrozba organizovaného zločinu představuje jeden z hlavních bezpečnostních problémů jihovýchodní Evropy, což potvrdila analýza ekonomického sektoru. Hypotéza č. 3 je spojena s druhým cílem práce, tedy s analýzou bezpečnostních hrozeb západního Balkánu relevantních pro zkoumané období od rozpadu SFRJ po současnost. řešeného statusu Kosova se projevila nejen ve vojenském, politicko-societálním, ekonomickém, ale překvapivě i v environmentálním sektoru. Areál západního Balkánu se ukázal jako velmi vhodný pro ověření širšího pojetí bezpečnosti Kodaňské školy. Lze konstatovat, že teoretický koncept analytiků Kodaňského institutu pro výzkum míru je v postbipolárním světě nosný. Nutností je však přihlédnutí ke specifikům zkoumaných areálů.

Abstract:

The aim of the presented dissertation is: 1. critical analysis of the Copenhagen school applied on the Western Balkan; 2. analysis of the security threats of the Western Balkans in the period from the dissolution of Yugoslavia up to the present. The authors objective was the identification of the relevant security threats and their interpretation based on the historical data with the aim of evaluation of the current threats for south-eastern Europe. The set hypotheses are as follows: Hypothesis n. 1: The manifestation of the overlapping of the societal and political threats requires the analysis of these two sectors at once. Hypothesis n. 2: The interpretation of the economical threats by the Copenhagen school is not viable in the Western Balkans and the modification elaborated with regard to the security problems of south-eastern Europe is needed. Hypothesis n. 3: The epicentre of security threats of the Western Balkans is located in Kosovo. The dissertation is structured in six chapters. The first part of the text acquaints the reader with the historical development of the concept of security and with the whole theoretical concept of the Copenhagen school. The second chapter provides us with the introduction into the Balkan studies. The analysis itself could be found in the chapters 3-6, while the chapter 3 aims at the elaboration of the military sector, chapter 4 concentrates on the societal-political sector, chapter 5 deals with the economical sector and finally the chapter 6 focuses on the environmental threats. The conclusion concentrates on the validation of the hypotheses presented in the introduction. First two hypotheses relate to the first aim of the text, therefore the critical analysis of the wider concept of the security applied in the selected region. The whole concept of the Copenhagen school demonstrated validity, even though the minor modifications remarked in the hypotheses were needed. The Western Balkans showed the interconnection of societal and political threats. The latent societal threats are manifested in the political sector, which confirms the inseparability of both. Hypothesis n. 2 points to the concept of the economical threats elaborated by the Copenhagen school, which narrows the focus on the global threats of the collapse of the international economics. The securitisation of these threats did not occur in the selected period on the territory of Western Balkans. The use of this restriction was not viable not only because of the international embargos from the international community, which forced the states to bank on their autarchic economy in certain periods. Contrariwise, the securitisation of the organized crime occurred on the local, regional, subsystem as well as the system level. The threat of the organized crime is one of the main security problems in south-eastern Europe, which was followed in the analysis of the economical sector. The hypothesis n. 3 is intertwined with the second aim of the text analysis of the security threats of the Western Balkans. The elaboration of all security threats in the region manifested, that the unresolved status of Kosovo presents a problem not only in the military and political-societal sector, but even in the economical and environmental sector as well. The Western Balkans proved to be ideal case for the validation of the wider concept of security developed by the Copenhagen school. One could observe that the concept of the Copenhagen school fits to the security situation in the bipolar world, even though minor modifications with regard to the specifics of the analysed regions are needed.
