The stance of the Visegrad Group towards the European Green Deal

Abstract:

Ochrana životního prostředí a klimatu stojí v posledních letech v popředí mezinárodní politiky. Evropská unie je v tomto ohledu průkopníkem a její ambiciózní strategie Zelená dohoda pro Evropu, jejíž hlavním cílem je dosažení klimatické neutrality do roku 2050, vyvolává v Evropě i ve světě mnoho různých reakcí. Přestože členské státy EU Zelenou dohodu povětšinou podporují, průmyslové a na fosilních palivech závislé státy Visegrádské čtyřky z ní mají pádné obavy. Tato práce analyzuje důvody těchto obav a pomocí teorie realismu a liberalismu zkoumá zájmy států V4 a jejich pozice k Zelené dohodě, které jsou těmito zájmy určovány. I přes tradiční soudržnost států V4 byly zjištěny pozoruhodné rozdíly mezi jejich pozicemi a zájmy vztahujícími se k Zelené dohodě, a také se ukázalo, že V4 začíná Zelenou dohodu respektovat a plánuje, jak s pomocí štědré finanční podpory ze strany EU provést zelenou transformaci svých ekonomik.

Abstract:

During the last couple years, protection of the environment and the climate have been at the forefront of international politics. The European Union is a pioneer in this regard and its ambitious strategy – the European Green Deal – that sets the goal of climate neutrality by 2050 is stirring up many emotions in Europe and around the world. Even though most EU member states support the Green Deal, the industrial and fossil fuel dependent Visegrad Group countries have legitimate reasons to fear it. This thesis analyses the reasons for these fears and studies the interests and positions of the V4 countries regarding the Green Deal using the theories of realism and liberalism. Despite the traditional compactness of the V4 countries, notable differences in their positions and interests regarding the European Green Deal have been discovered. It has also been proven that the V4 countries are starting to respect the Green Deal and are contemplating how exactly they will use the generous financial support from the EU for the green transformation of their economies.
