Hlavním tématem této práce je dělba moci a její vztah k vertikálnímu dělení organizace státu. V úvodu si klade otázky, jaké je postavení obecních samospráv v systému horizontální a vertikální dělby moci, a také jestli obecní samospráva umožňuje občanům vyšší podíl na moci v rámci státu.
