Abstract:

Předmětem diplomové práce „Programové rozpočtování (na úrovni krajů)“ je identifikace současného způsobu rozpočtování na krajské úrovni a následný návrh rozpočtu Jihomoravského kraje dle metodiky programového rozpočtování. První část je zaměřena na popis rozpočtu, rozpočtového procesu a způsobu financování na krajské úrovni. Ve druhé části charakterizuji metodu programového rozpočtování, jako příklad aplikace této metody uvádím Slovenskou republiku, kde je tato metoda již legislativně upravena. Výstupem poslední části práce je pak návrh programové struktury rozpočtu Jihomoravského kraje.

Abstract:

The goal of the submitted thesis: “Programme budgeting (at regional level in the Czech Republic)” is identification of current method of budgeting at regional level and subsequent budget proposal of South Moravian region using the methodology of programme budgeting. The first part is concentrated on budget description, description of the budgetary process and financing method at regional level. In the second part I characterize the method of programme budgeting, as an example of application of this method I present the Slovak Republic, where the method is already covered by legislation. Output of the final part consists of the draft programme budget structure of South Moravian region.
