Forensic examination of counterfeit banknotes

Abstract:

Tato práce se zabývá problematikou kriminalistického zkoumání padělaných bankovek. V úvodu je stručně představeno téma a důvod jeho výběru. Zároveň jsou zde uvedeny metody výzkumu použité pro tuto práci, jakožto i publikace ze kterých jsem čerpal informace. Jako nejzásadnější bych uvedl knihu s názvem Poznáte padělek bankovky? Jejímž autorem je J Pekárek nebo například Kriminalistika, Kriminalistická taktika a metodiky vyšetřování od Z. Konrád a kol. Dalším důležitým zdrojem jsou pak oficiální stránky České národní banky. První část této práce, teoretická, se krátce věnuje bankovkám. Jejich historii a vývoji až po současnost. Dále jsou zde uvedeny podrobnosti ochranných prvků a tiskové techniky papírových platidel. Pohled na tuto problematiku optikou trestního zákoníku pak stanovuje, jaký postih hrozí tomu, kdo koná trestné činy proti měně. Samotnou činnost policistů při zkoumání padělaných bankovek nám pak popisuje kriminalisty vypracovaná metodika. Můžeme zde najít i příklady nástrojů a přístrojů používaných při kontrole pravosti bankovek. Od těch nejjednodušších, jakou je lupa až po složitější a komplexnější, pracující mimo jiné s UV světlem. Praktickou část jsem pak věnoval dotazníku a rozhovoru se specialistou z oboru bankovnictví. Záměrem bylo zjistit aktuální znalost bankovek a jejich ochranných prvků širší veřejností a poněkud odbornější rozhovor pak vztah k tomuto tématu z pohledu specialistů a proškolených zaměstnanců. Vyhodnocením odpovědí je možné učinit závěr, jak moc těžké nebo naopak snadné je uvést padělek do oběhu, a tedy potencionální vznik kriminálních situací. Případně najít určitá doporučení, jak tomuto protiprávnímu jednání předcházet. Cílem této práce je poskytnout ucelený pohled na problematiku padělání bankovek z pohledu kriminalistiky a zamyslet se nad tím, jak se v dnešním světě nových technologií a bezkontaktních plateb tento problém bude dál vyvíjet.

Abstract:

This thesis deals with the issue of forensic investigation of counterfeit banknotes. In the introduction, the topic and the reason for its selection are briefly presented. At the same time, the research methods used for this work are presented here, as well as the publications from which I drew information. I will mention the books entitled Poznáte padělek bankovky? written by J Pekárek and Kriminalistika, Kriminalistická taktika a metodiky vyšetřování by Z. Konrád et al. Another important source is the official website of the Czech National Bank. The first part of this thesis is based on theory and devoted to the history and the development of banknotes up to the present. Details of security features and printing techniques of paper currency are also presented here. Looking at this issue through the lens of the Criminal Code determines what penalty is at risk for those who commit crimes against currency. The actual activity of the police officers when examining counterfeit banknotes is then described in the methodology developed by the criminologist. Here we can also find examples of tools and devices used in checking the authenticity of banknotes. From the simplest ones, such as a magnifying glass, to more complex ones, such as working with UV light. I then devoted the practical part to a questionnaire and an interview with a specialist from the field of banking. The intention was to find out the current knowledge of banknotes and their protective elements by the wider public. I also wanted to find out more from the point of view of specialists and trained employees. By evaluating the answers, it is possible to conclude how difficult or, conversely, easy it is to put a counterfeit into circulation, and thus the potential emergence of criminal situations. Alternatively, find certain recommendations on how to prevent this unlawful act. The goal of this thesis is to provide a comprehensive view of the issue of counterfeiting banknotes from the point of view of criminology and to think about how this problem will continue to develop in today's world of new technologies and contactless payments.
