Budgetary Allocation of Taxes to Regions

Abstract:

Stav silnic a dálnic v České republice není v současné době ideální a dále se zhoršuje. Jedním z důvodů je nedostatečné financování. Cílem diplomové práce je vymodelovat alternativní systém silniční daně a nastavit jeho pravidla tak, aby výnosem ze silniční daně byla pokryta celková minimální potřeba krajů na správu silnic II. a III. třídy. K jeho dosažení je vymezena tato minimální potřeba krajů. Při nastavování systému je zohledněn ekologický aspekt zdanění, sociální aspekt a pochopitelně fiskální aspekt, aby byla naplněna potřebná výše daně. V novém systému je daň určena krajům ve formě svěřené daně na základě počtu registrací vozidel, je tak dosaženo větší decentralizace. Analýza ukázala, že k naplnění potřebné výše daně jsou sazby relativně vysoké. Z toho důvodu se nabízí do budoucna soustředit spíše na naplnění alokační funkce daně (ochrana životního prostředí), nikoliv fiskální funkce.

Abstract:

The condition of Czech roads and motorways is currently not ideal and is getting worse. One of the reasons is the lack of financing. The aim of this diploma thesis is to model an alternative road tax system and set its rules so that the road tax revenue can cover the total minimum demand of regions to manage the roads of the second and third class. To achieve this goal, the minimum demand needs to be defined. When setting up the system, the environmental aspect of taxation, the social aspect and, of course, the fiscal aspect are considered in order to meet the necessary tax amount. In the new system, the tax is allocated to regions in a form of entrusted tax based on the number of vehicle registrations, thus a greater decentralization is achieved. The analysis has showed that the rates for reaching the necessary tax level are relatively high. Therefore, in the future it is preferable to focus on the allocation function of tax (environmental protection) rather than the fiscal function.
