Methodology of fire investigations

Abstract:

Práce je věnována metodice vyšetřování požárů. Na začátku je vymezena kriminalistická metodika. V práci se pojednává o doporučených postupech a činnostech při vyšetřování požárů. Tyto postupy jsou důležité pro úspěšné vyšetření požáru a stanovení příčiny vzniku požáru. Činnost složek integrovaného záchranného systému a především složek hasičského záchranného sboru při zjišťování příčin vzniku požáru je úzce spojená s vyšetřovatelem požáru, zejména při předávání poznatků zasahujícího hasiče o vzniku, průběhu a zdolání požárů. Práce je napsaná z teoretického hlediska, obohatila jsem ji praktickými zkušenostmi členů výjezdové jednotky hasičských záchranných sborů, zejména jejich kriminalistickými znalostmi a vlastními zkušenostmi ohledně komunikace a technického vybavení. Je zde nastíněna problematika právních předpisů vztahující se k vyšetřování požárů a profesi vyšetřovatele požáru. Závěrečná část je věnována dotazníkovému šetření, jež hodnotí roli zasahujících hasičů při vyšetřování požárů. Jejich postavení v součinnosti je velmi důležité, je stěžejním a současně nezbytným zdrojem poznatků a důkazů pro vyšetřovatele požárů, které získává za účelem stanovení příčiny vzniku požáru a uzavření celého procesu.

Abstract:

This thesis examines the basic methodology of fire investigation. It initially focuses on criminological methods used in fire and arson scene investigation. The thesis deals with the recommended procedures and activities to investigate fires. These procedures are vital in successfully determining the cause of a fire. The activity of the various components of Integrated Rescue System and primarily of the Fire Rescue Service of CR and fire units requires close cooperation with the actual investigators of the fire, in particular when it comes to sharing the crucial facts concerning the possible origin of a fire and fire progression timeline. This is a theoretical paper complemented by the knowledge of members of the on-call firefighter unit, specifically their criminological knowledge and their own experience regarding communication and technical equipment. This thesis then briefly analyzes the legal aspects of fire investigation and the fire investigator career. The final part includes a questionnaire survey evaluating the ongoing role of on-call firefighters when it comes to fire investigation. Their full cooperation is an essential and crucial source of evidence for the fire investigators that i s collected to help determine the cause of the fire, which is required to eventually end the investigative process.
