Lisbon Treaty and Democratic Deficit

Abstract:

Záměrem práce je prozkoumat potenciál Lisabonské smlouvy k řešení otázky demokratického deficitu EU. K dosažení tohoto cíle jsou nejprve ve stručnosti nastíněny dějiny a teorie demokracie a také vztah k liberální tradici. Další část shrnuje debatu o demokratickém deficitu a poslední pak zkoumá Lisabonskou smlouvu. Práce zkoumá dvě dimenze deficitu: institucionální a percepční. Ukazuje, že Smlouva se snaží vypořádat s v podstatě všemi zdroji institucionálního deficitu, v řešení je však úspěšná jen částečně a některé z důležitých otázek jsou postiženy zcela nedostatečně. Závěry práce dále potvrzují, že Lisabonská smlouva (nebo dokument jí podobný) je nezbytnou podmínkou k řešení percepčního demokratického deficitu, není ji však možné považovat za podmínku dostatečnou.

Abstract:

The goal of this Thesis is to evaluate the potential of the Lisbon Treaty to solve the issue of EU democratic deficit. To achieve this first of all the history and theories of democracy are briefly described as well as its connection to the liberal tradition. Next part summarizes the deficit debate and the last one explores the Lisbon Treaty. Thesis explores the deficit in the two dimensions: institutional and perceptive. It shows that the Treaty tries to cope with most of the sources of the institutional deficit, but it's only partly successful and there are important issues which are not solved at all. The results also verify that the Lisbon Treaty (or similar document) is necessary to solve the issue of the perceptive deficit, but isn't sufficient on itself.
