Analysis of the costs of prisons in the Czech Republic in the years 2013 - 2018 and the potential use of prisoners in the labor market

Abstract:

Problematika snižování veřejných výdajů je jedno z nejvíce probíraných ekonomických témat veřejností i médii. Analýza nákladů na vězeňství poskytuje pochopení problematiky jedné části veřejných výdajů, ve které se každoročně utrácí několik miliard. I když náklady na vězeňství nepřesahují procento státního rozpočtu je to jistě oblast, která vzhledem k bezpečnosti obyvatelstva České republiky nesmí být opomíjena.Práce se snaží nalézt možné úspory cestou většího zaměstnávání vězňů. Aktuálnost zaměstnávání vězňů vychází ze současné extrémně nízké nezaměstnanosti a snahy tuto situaci řešit právě přes osoby ve výkonu trestu. V práci se ale naráží na problémy spojené se zaměstnáváním vězňů, jako jsou bezpečností rizika a fakt, že přibližně polovina vězňů v průběhu sledovaného období není práceschopná. Snaha o větší zapojení vězňů do pracovního života je přesto jednou z priorit Ministerstva spravedlnosti a soukromé subjekty, vzhledem k tristní situaci na trhu práce, mají stále větší zájem o tento typ pracovníků. Dalším prostředkem pro snížení výdajů na vězeňství jsou alternativní tresty. V této práci je rozebrán hlavně peněžní trest, který je uváděn jako ekonomicky nejefektivnější v modelech Garyho Beckera, a domácí vězení, jakožto moderní forma a nejbližší alternativa trestu odnětí svobody. Nicméně tyto formy trestu jsou dlouhodobě českou justicí opomíjeny i přes jejich zjevné, nejen ekonomické, výhody.

Abstract:

The issue of reducing public spending is one of the most discussed economic topics of the public and the media. The analysis of the cost of prisons provides an understanding of the issue, that concerns one part of public spending, in which several billions are spent each year. Although the cost of prisons does not exceed a percentage of the state budget, it is certainly an area that must not be neglected due to the security of the population of the Czech Republic. The work seeks to find possible savings through a greater employment of prisoners. The importance of the employment of prisoners is based on the current extremely low unemployment and efforts to solve this situation precisely through those serving their sentences. However, the work encounters problems associated with the employment of prisoners, such as security risks and the fact that approximately half of the prisoners during the research period were unable to work. However, the effort to increase the involvement of prisoners in working life is one of the priorities of the Ministry of Justice, and private entities are increasingly interested in this type of worker due to the deplorable situation on the labor market. Another way of reducing prison costs is through alternative punishments. This work deals mainly with monetary fines, which is reported to be the most economically efficient way in Gary Becker's models, and with house arrests, as a modern form and the closest alternative to imprisonment. However, these forms of punishment have long been neglected by the Czech judiciary, despite their obvious and not only economic benefits
