Comparison of fiscal policy transparency with emphasize on resource revenue in Azerbaijan and Russia

Abstract:

Předložená práce zkoumá transparentnost ropných příjmů v Rusku a Ázerbájdžánu. Transparentnost je analyzována na základě doporučení Mezinárodního měnového fondu, které společně představují teoretický model nejlepší možné praxe. V rámci práce je analyzováno nastavení vztahů mezi státem a ropnými společnostmi, otevřenost procesu státního rozpočtu, způsob akumulace a následné investice ropných prostředků a celková transparentnost celého procesu.

Abstract:

This thesis examines the transparency of oil revenues in Russia and Azerbaijan. Transparency is analysed on the basis of the recommendations of the International Monetary Fund, which is a theoretical model of best possible practice. In this thesis the state and oil companies is analysed by setting relations between, the openness of the process of the state budget, the way of accumulation and subsequent investments of petroleum resources and the overall transparency of the process.
