Mandatory expenses of the Czech Republic, their structure and development

Abstract:

Bakalářská práce se zaměřuje na mandatorní výdaje České republiky, protože tato oblast veřejných financí je v posledních letech velmi diskutovaným tématem. Mandatorní výdaje spotřebovávají velkou část příjmů, a to vede k růstu výdajů a zadlužování státu. Cílem této práce bylo seznámit čtenáře s problematikou mandatorních výdajů. První část práce pojednává o rozdělení mandatorních výdajů a popisuje položky zákonných a ostatních mandatorních výdajů. Praktická část se zabývá analýzou vývoje mandatorních výdajů v letech 2005-2009. V poslední kapitole jsem se zabývala reformou veřejných financí a jejími dopady a zhodnocením mandatorních výdajů. Úsporná opatření především v oblasti sociálních transferů by měla vést k vytvoření stabilní ekonomiky.

Abstract:

The Bachelor´s thesis deals with the mandatory expenses of the Czech Republic, an area of public finance which has become a hot topic in the recent years. Mandatory expenses take up a large part of the state income, resulting in greater total expenses and state debts. The goal of this work is to familiarize the reader with the problem of mandatory expenses. The first part of the thesis deals with the division of mandatory expenses and describes the various items of legal and other mandatory expenses. The practical part then contains an analysis of the development of mandatory expenses in 2005-2009. The final chapter focuses on the reform of public finances, its impacts and effects on mandatory expenses. The new economical measures, especially in the area of social transfers, should lead to the creation of a stable economy.
