An offer and provision of social housing for low-income class on the example of the town of Bílovec

Abstract:

Diplomová práce je zaměřena na nabídku a realizaci sociálního bydlení pro nízkopříjmové skupiny obyvatel na příkladu města Bílovec. Jejím hlavním cílem je zjistit postoj zástupců obce k řešení problematiky sociálního bydlení pro nízkopříjmové skupiny obyvatel a způsob, jak by měla být řešena otázka sociálního bydlení pro nízkopříjmové skupiny obyvatel ve městě Bílovec. Obecná část diplomové práce představuje teoretická východiska práce. Je zde zahrnuto bydlení a bytová politika, včetně jejich cílů a nástrojů. Práce popisuje sociální bydlení, systémy a modely sociálního bydlení, nástroje sociálního bydlení a návrh zákona o sociálním bydlení. V neposlední řadě informuje o tom, jakou úlohu obce mají při řešení problematiky sociálního bydlení pro nízkopříjmové skupiny obyvatel. Výzkumná část diplomové práce představuje prostřednictvím kvalitativní výzkumné strategie případovou studii města Bílovec s podrobným popisem realizace projektu pro sociální bydlení, která je doplněna o rozhovory se zástupci města z řad jednotlivých odborů a vedení města.

Abstract:

The thesis is focused on an offer and provision of social housing for low-income class on the example of the town of Bílovec. The thesis main aim is to find out the mindset of the representatives of the municipality's that are involved in solving the issue of social housing for low-income groups of people living in Bílovec. The general part of the thesis represents the theoretic basis. It includes housing and housing policy, its goals and tools. The thesis describes social housing, systems and types of social housing, tools of social housing and the bill about social housing. Last but not least informs about the role of municipalities in solving the issue of social housing for low-income groups. The reseach part of the thesis presents a case study of the town of Bílovec. A qualitative research is used to put the case study together. The case study contains detailed description of a realization of a project for social housing which is completed with interviews with the representatives of the town from individual departments and with the heads of the town.
