Evolution of the Constitutional System in the Czech countries after the year 1848: The Austria - Hungarian reconciliation in the year 1867

Abstract:

Moje bakalářská práce se věnuje Rakousko – Uherskému vyrovnání roku 1867. V začátku své práce popisuji situaci v Čechách v revolučním roce 1848 a revoluci v Uhrách. Věnuji se i tomu, jak byla přijata pragmatická sankce v jednotlivých zemích. V další části své práce se přehledově popisuji jednotlivé rakouské oktrojované ústavy (dubnová, březnová a únorová). Dále nastiňuji mezinárodní i vnitropolitickou situaci monarchie po prohrané bitvě s Pruskem a to co se událo v předvečer vyrovnání resp. jak a kým bylo vyrovnání vyjednáno. Popisuji a rozebírám zde jednotlivé ústavní zákony, jež tvořily prosincovou ústavu. Uvádím zde i problémy se kterými se musela monarchie po vyrovnání potýkat, dále uvádím i pohledy Rakouské a Uherské části monarchie na otázky státoprávního, finančního a národohospodářského vyrovnání. Stručně se zmiňuji i o osobě císaře Františka Josefa I., se kterým je Rakousko – Uherská říše nerozlučně spjata. V závěru se věnuji reakci českých politiků na nastalou situaci a jejich snahu o česko – rakouské vyrovnání.

Abstract:

The topic of my essay is the Austrian-Hungarian settlement from the year 1867. Firstly I describe the situation in Bohemia during the revolutionary year 1848 as well as the revolution in Hungary. I also mention how the individual countries approved of the Pragmatic Sanction. Next part of my essay is focused on the Austrian Constitutions (April, March and February ones). Then I comment the international and intrapolitical situation in the monarchy following the lost battle with Prussia as well as the events of the eve of the above-mentioned settlement; who negotiated that settlement and how. In this section I describe and analyze individual constitutional acts which were parts of the December Constitution. I also introduce the problems the monarchy had to deal with following the settlement as well as the viewpoints of the Austrian and Hungarian parts of the monarchy on the issues of the settlement in terms of public law, finance and national economy. I also briefly mention the Emperor Franz Joseph I whose person represents an essential part of the Austrian-Hungarian Empire. The final part of my paper is dedicated to the reaction the Czech politicians to the then coming situation and their effort to achieve the Czech-Austrian settlement.
