The obligations of accounting entities regarding the disclosure of accounting information

Abstract:

Bakalářská práce se zabývá popisem legislativní úpravy účetnictví a jejího vlivu na zveřejňování účetních informací, účetní závěrky a způsoby jejího zveřejnění a také sankcemi za případné porušení povinností. V praktické části je zkoumán aktuální stav problematiky zveřejňování účetní závěrky a dalších dokumentů ve sbírce listin a také přístup státem pověřených institucí v oblasti kontroly. Přestože zde existuje právní úprava ukládající účetním jednotkám povinnost zveřejňovat účetní závěrku, některé společnosti tuto povinnost neplní, což omezuje dostupnost informací o hospodářském vývoji podniků, porušuje morální zásady a má prvky nekalé soutěže. Cílem práce je ověření aktuálního stavu v ČR a komparace s Irskem. ČR čelí problému, kdy v roce 2016 nezveřejnilo dokumenty 290 tis. subjektů a dokud se ve veřejné správě nezačnou využívat moderní informační technologie a aktuální právní úprava v plném rozsahu, pravděpodobně ke zlepšení naplněnosti sbírky listin nedojde.

Abstract:

The bachelor thesis describes the legislative regulation of accounting and its impact on the disclosure of accounting information, financial statements, and the methods of their disclosure, as well as sanctions for possible violations of obligations. The practical part examines the current state of disclosure of financial statements and other documents in the collection of records, and the access of government agencies in the area of control. Although there is a legal framework that requires accounting units to disclose their financial statements, some companies do not fulfill this obligation, which limits the availability of information on the economic development of businesses, violates moral principles, and has elements of unfair competition. The aim of the thesis is to verify the current state in the Czech Republic and compare it with Ireland. The Czech Republic faces a problem where 290,000 entities did not disclose their documents in 2016, and unless modern information technology and the current legal framework are fully utilized in public administration, it is unlikely that the completeness of the collection of records will improve.
