Management of municipal forest properties in the administrative district of Podbořany, a municipality with delegated powers

Abstract:

Tato diplomová práce se zabývá okolnostmi vzniku obce s rozšířenou působností Podbořany a jejím postavením v systému veřejné správy. Dále pojednává o jednotlivých orgánech tvořících systém státní správy lesů, o provádění dozoru a o ukládání sankcí za nedodržování lesního zákona. Důležitou kapitolou práce je současná dotační politika v lesním hospodářství a to jak z národních, tak z nadnárodních zdrojů. Je pojednáno o lesním majetku obcí a o povinnostech, které s sebou vlastnictví lesa obcím přináší. Cílem práce je zhodnotit, zda obce na Podbořansku o svůj lesní majetek řádně pečují a zda je či není pro ně zátěží. V závěru práce je pojednáno o konkrétních lesních majetcích obcí a o způsobech jejich hospodaření.

Abstract:

This diploma thesis analyses the circumstances of the establishment of Podbořany as a municipality with delegated power and its position within the public administration system. It further provides an overview of individual bodies constituting the forest administration system and their roles in supervising the compliance with the Act on Forests and imposing of sanctions. The key sections of the thesis discuss the existing subsidy policies in the area of forest management both at the national and at the European level. The thesis discusses the issue of forest properties owned by municipalities and obligations by which municipalities are bound in connection with their ownership. The purpose of this work is to assess whether the municipalities duly manage their forest properties and whether or not this represents a burden for them. The final sections of the theses discuss specific forest properties owned by municipalities and forest management of these properties.
