The Issue of Reconstruction of Historical Industrial Buildings for their New Use

Abstract:

Anotace Tato práce je segmentována do čtyř základních částí, které na sebe postupně navazují. První část – nazvaná „ Problematika historických průmyslových objektů “ – je tvořena úvodem do problematiky tématu. Úkolem zmíněné časti je osvětlit čtenáři základní problematiku ze stavebně-technického úhlu pohledu. Dále pak seznámení se základním názvoslovím, aby byl schopen laickým pohledem porozumět dalšímu textu. Na konci první části je stručně zachycen vývoj historických průmyslových staveb. Druhá část nese název: „ Problematika z pohledu investora “. V tomto oddíle se práce snaží o rozbor problematiky rekonstrukcí z pohledu investora. Oddíl je logicky členěn od nosných konstrukcí k těm nenosným, od interiérových k exteriérovým. Akcentuje zde stránka maximálního užitku a minimálních nákladů. Dále jsou zde popsány základní varianty, které mohou nastat při adaptacích, a jejich hrubé porovnání z hlediska finanční náročnosti. Třetí část je nazvána: „ Problematika z pohledu legislativy a veřejných institucí “. Zmíněná část se zabývá téměř opačným úhlem pohledu, než je ten investorský. Je zde preferován zákon, vyhlášky, normy, udržitelný rozvoj a veřejné blaho. To vše svými nároky zvyšuje rozpočet a snižuje celkový užitek investorovi. Oddíl je rovněž logicky členěn od zákonů a vyhlášek, interpretovaných státními orgány, přes veřejné instituce až po zájmová sdružení. Poslední čtvrtá část nese název: „ Komparace pohledu investora vs. legislativy a veřejných institucí “. Úkolem celku je kvantifikovat a kvalifikovat oba úhly pohledu a porovnáním vyčlenit třecí plochy, kde mohou vznikat střety zájmů. Ze zjištění jsou pak vyvozeny závěry, kdy se investorovi daný záměr vyplatí realizovat a za jakých podmínek. V opačném případě kdy investor od celého záměru ustoupí. Celá problematika rekonstrukcí historických průmyslových objektů na nové funkční využití se tak soustředí na ekonomickou otázku.

Abstract The work is segmented into four main parts, which are gradually built on each other. The first part is consists of an introduction to the theme of the work with a title: „ The issue of historical industrial buildings. “ Part of that task is to bring readers into the picture and illuminate the basic issue. Acquaints the reader with the terminology to be able to lay eyes further to understand the text. The second part is entitled: „ The issue from the perspective of an investor. “ In this section, the work attempts to analyze the reconstruction from the perspective of the investor. A partition is logically divided from interior design to those exterior, from supporting structure to non-bearing structure. Investors accent to the maximum benefit and minimum cost. The third part is entitled: „ Issue in terms of legislation and public institutions. “ The above section covers almost the opposite point of view than the investor. There is preferred by law, sustainable development and public welfare, which inflates the budget and reducing the benefit to the investor. Section is also divided logically from the laws, through the state institutions to public institutions. The fourth and last section is titled: „ Comparison of investor view vs. Legislation and public institutions. “ The task group is to quantify and qualify both points of view and comparing allocate friction surfaces, which can arise from conflicts of interest. The findings then draw conclusions when the investor pays the intention to implement and under what conditions. In the opposite case, when an investor withdraws from the plan.
