The Importance of Electronic Systems within the Customs Procedure

Abstract:

Práce je zaměřena na využití elektronických systémů v oblasti celního řízení s cílem poukázat na důležitost jejich uplatnění v rámci zjednodušení a zabezpečení řádného výkonu státní správy v oblasti mezinárodního obchodu v EU. Právní problematika spojená se zjednodušováním podmínek souvisejících s plynulým chodem obchodních transakcí je zachycena v úvodní části práce spolu se stručnou charakteristikou celního řízení, zejména jeho podstatou a účelem, které jsou důležité pro objasnění významu postupného zavedení elektronických systémů. Stěžejní část práce je věnována jednotlivým elektronickým systémům realizovaným v souvislosti s modernizací celního řízení. Je zde vysvětlena postupná aplikace elektronických systémů do procesu celního řízení spolu s přínosy, ale i problematikou spojenou s právním zajištěním jejich implementace do praxe. Závěr práce směřuje ke shrnutí významu elektronizace celního řízení z pohledu výkonu státní správy a naplňování principů dobré správy.

Abstract:

This work is focused on the use of electronic systems in the field of customs procedure, both in order to highlight the importance of their application and in order to simplify and ensure the proper execution of state administration in the field of international business in the EU. The legal issue, which is associated with the simplification of the conditions, is related to the fluent running of business transactions. It is captured the introduction of this work along with the brief characteristic of the customs procedure, especially the nature and purpose which are important for the clarification of the meaning of the gradual implementation of electronic systems. The main part of this work is focused on each of the particular electronic systems in the context of modernization of customs procedure. There is explained the gradual application of electronic systems into the process of customs procedure along with benefits but also issues related to the legal ensuring their implementation in practice. The conclusion of this work aims to summarize the importance of computerization of customs procedure for performance of the state administration and implementation of the principles of good administration.
