Plavební stupeň Děčín - environmental protection or realization of construction?

Abstract:

V této práci jde o mezinárodně významný projekt plavebního stupně na Labi v Děčíně, jenž má České republice zabezpečit jedinou přístupovou cestu do námořních přístavů a zlepšit splavnost řeky Labe. O zlepšení splavnosti Labe se jedná již řadu let a projekt Plavební stupeň Děčín je už třetím záměrem s daným cílem. Problémem, kvůli němuž žádný záměr nebyl realizován, byl negativní zásah do krajiny. Práce se proto zabývá vlivem projektu na životní prostředí, který je porovnáván s problémy vyplývajícími z neexistence plavebního stupně, což jsou především ztráty dopravních firem a ohrožená tradice mezinárodní lodní přepravy. Střetávají se zde zájmy těch, kteří chtějí záměr realizovat a těch, jež se stavbou nesouhlasí a chtějí ochránit životní prostředí. Rozdělena je i veřejnost, jejíž názor je zjišťován pomocí dotazníkového šetření. Cílem je zjistit, zda je přínos plavebního stupně větší než jeho negativní vliv, jestli daná negativa uváděná těmi, kteří bojují proti stavbě vodního díla jsou oprávněná a podložená, a tedy zda plavební stupeň poškodí nenávratně životní prostředí.

Abstract:

In this work is concerned an internationally significant project of construction of lock on the Elbe in Děčín, which shall secure for the Czech Republic a single access road into the sea ports and improve the navigability of the river Elbe. About improve the navigability of the Elbe is discussed already for many years and the project Plavební stupeň Děčín is the third aim of this objective. The problem, for which no project has been implemented, is the negative interference with the landscape. This work therefore examines the influence of the project on the environment that is confronted with the problems resulting from the absence of lock, which are primarily the loss of transport companies and endangered tradition of international shipping. Clash of the interests of those who want to implement of project and those who disagree with the building and want to protect the environment. And the public is divided, its views are collected through questionnaire survey. The aim is to determine, whether the benefits of the project are greater than its negative effects, if the disadvantages cited by those who fight against the construction of water product are justified and substantiated and whether the project Plavební stupeň Děčín causes irreversible damages to environmental.
