Abstract:

Český důchodový systém je vystaven dopadům demografické proměny české společnosti, která jej v současných mantinelech financování činí finančně neudržitelným. To stojí za dosavadními parametrickými úpravami systému, které bude třeba je provádět i v příštích letech. Cílem práce je určit, které faktory definují kvalitní systémy regulace a dohledu důchodových systémů a najít řešení pro český důchodový systém, aby požadavky kvalitního systému splňoval. Nejprve jsem popsala taxonomii důchodových systémů podle OECD, regulaci a dohled penzijních fondů a státem řízených pilířů z hlediska vlivu a dopadu na systém. Pro dosažení cíle jsem vyhodnotila Mercer Index pro Českou republiku, který zkoumá důchodové systémy z hlediska přiměřenosti, udržitelnosti a integrity a obsahuje celkem 33 ukazatelů. Jeho vyhodnocení odhalilo nedo-statky českého důchodového systému, se kterými jsem dále pracovala. Abych mohla svá doporučení zasadit do reálného kontextu, návrhy jsem diskutovala s vybranými stake-holdery z ministerstev, Národní rozpočtové rady, CERGE-EI, odborů a OECD. Výsledkem mojí práce je vznik několika doporučení směrem k pokračování reforem českého důchodového systému. Doporučení se týkají zdůvodnění potřeby nových zdrojů financování důchodového systému, revize pravidel pro minimální penzi, úpravám nastavení třetího pilíře nebo možnostem zvýšení účasti na trhu práce po dosažení 65 let. Práce je vhodným zdrojem informací pro všechny stakeholdery, kteří se v tomto okamžiku podílí na přípravě dalších reformních kroků.

Abstract:

The Czech pension system is exposed to the effects of demographic change in Czech society, which makes it financially unsustainable within the current financing constraints. This is because of parametric adjustments, and they will need to be implemented in the years to come. The aim of the thesis is to determine which factors define quality systems of regulation and supervision of pension systems and to find a solution for the Czech pension system to meet the requirements of a quality system. First, I described the taxonomy of pension systems according to the OECD, the regulation and supervision of pension funds and state-run pillars in terms of influence and impact on the system. To achieve this goal, I evaluated the Mercer Index for the Czech Republic, which examines pension systems in terms of adequacy, sustainability and integrity and contains a total of 33 indicators. Its evaluation revealed the shortcomings of the Czech pension system, which I used in the other part of my thesis. To put my recommendations into a real context, I discussed the proposals with selected stakeholders from ministries, the Czech fiscal council, CERGE-EI, Association of pension funds, trade unions and the OECD. The result of my thesis is the creation of several recommendations towards the continuation of reforms of the Czech pension system. The recommendations concern justification of the need for new sources of funding for the pension system, revision of minimum pension rules, adjustments to the third pillar settings or possibilities of increasing labour market participation after the age of 65. The thesis is a suitable source of information for all stakeholders who are currently involved in the preparation of further reform steps.
