EU Council Presidency as the Instrument of Enforcing the National Interests of Presidential Country: Case of Czech Republic and France

Abstract:

Předkládaná diplomová práce se zabývá předsednictvím Rady EU a tím, jak jednotlivé členské státy přistupují k přípravě jeho priorit. Každý členský stát na půl roku usedá do předsednického křesla a s tím přebírá řadu administrativních a organizačních závazků. Kromě povinností se členskému státu při předsednictví nabízí také role iniciátora nových bodů předsednické agendy a role obhájce svých vlastních národních zájmů. Právě na tyto dvě předsednické role se tato práce zaměřuje a na příkladu předsednictví Francie (2008) a ČR (2009) zkoumá, zda se do priorit předsednictví v oblasti vnějších vztahů EU navržených těmito státy promítly jejich vlastní zahraničně-politické zájmy a ideologie vlády, která předsednictví připravovala. K určení národních zájmů v zahraniční politice budou analyzovány dlouhodobé národní dokumenty jako např. koncepce zahraniční politiky a následně budou porovnány s předsednickým programem dané země.

Abstract:

This master thesis deals with the Presidency of the Council of the European Union and focuses on what is the member state´s approach to the preparation of President´s agenda. Each member state takes the chair for half a year. Such a position is associated with some administrative and organizational tasks. Except those responsibilities, there is also a function of agenda setting and pursuing own national interests that are submitted to the President. This work focuses on those two roles. By using example of French (2008) and Czech (2009) EU Presidency it examines whether the national interests in foreign policy and ideology of member state´s government of those countries where reflected in their Presidential agenda in the field of EU external relations. Long-term documents as foreign policy strategies are used to define country´s national interests in foreign policy and those are compared to the preferences set in Presidential programme.
