Role of Non-Governmental Organizations in support of the employment

Abstract:

Bakalářská práce je zaměřena na význam činnosti neziskových organizací v podpoře zaměstnanosti ve statutárním městě Most. Hlavním tématem práce bylo přiblížit potenciál neziskových organizací na Mostecku, který využívají v boji s nezaměstnaností. Hlavním cílem bylo stanovit, jakou měrou mohou tyto organizace pomoci s řešením nezaměstnanosti prostřednictvím projektů, které jsou převážně financovány z veřejných zdrojů. K naplnění cíle práce přispěl provedený rozbor vybraných projektů neziskových organizací působících ve statutárním městě Most. Po zhodnocení jsem dospěla k závěru, že neziskový sektor je schopen významně podpořit činnost veřejného sektoru jako jeho způsobilý a kvalifikovaný partner. Zásadní nedostatek však spatřuji ve skutečnosti, že není možné stanovit dlouhodobější přínos aktivit třetího sektoru. Neziskové organizace nevedou statistiky uplatnění účastníků projektů na trhu práce po ukončení programu. V závěru bakalářské práce navrhuji zpracování metodického pokynu věcně příslušného ministerstva, která by mohla pomoci k zpětné vazbě. Tato metodika by zpřehlednila využití finančních prostředků na realizaci projektů a vedením evidence a statistik bychom byli schopni určit míru uplatnění účastníků projektů, financovaných převážně z veřejných rozpočtů, na trhu práce z dlouhodobějšího hlediska.

Abstract:

This bachelor thesis is focused on the importance of the work of Non - Governmental Organizations (hereinafter „NGOs”) in the support of the employment in the statutory town of Most. The main theme of the work shows the potential of NGOs in the Most, which is used to eradicate unemployment. The main purpose is to determine how much these organizations can help to solve the unemployment through the projects financed mainly by public funds. The goal of the thesis was made with fulfilled analysis of chosen completed NGO projects in the statutory town of Most. After an assessment I came to the conclusion that the nonprofit sector is able to significantly support the activities of the public sector as an eligible and qualified partner. However, I can see a major problem in the fact that it is not possible to determine the long-term benefits of the activities of the third sector. Non-profit organizations do not keep statistics of the project participants how much they succeed in the labor market after the end of the program. In the conclusion of the thesis I suggest a methodological instruction to the relevant ministries, which could help to feedback. This methodology would make using of funds for project more transparent. We would be able to determine the rate of application of participants in the projects with the records and statistics. This statistics would be financed mainly from the public purse.
