A comparison of inclusion provided by politics of the job market for disabled people between Czech republic and Belarus

Abstract:

Tato bakalářská práce byla zaměřena na porovnání nástrojů a opatření, které jsou implementované v Bělorusku a ČR pro vyřešení problémů nezaměstnanosti osob se zdravotním postižením. Zaměstnaní patří mezi nástroje, které by mělo pomoci osobám, jež jsou z důvodu svých zdravotních potíží omezení v běžném životě většinovou společnosti, takže tito lidé trpí ekonomickou zátěží a sociální izolovaností. Teoretická část této práce je rozdělena do dvou kapitol. V těchto kapitolách jsou vymezeny základní pojmy. První kapitola popisuje politiku trhu práce a politiku zaměstnanosti a další pojmy, které úzce souvisí s politikou zaměstnanosti a trhu práce. Druhá kapitola je zaměřena na vymezení pojmu osoby se zdravotním postižením, pak jsou uvedené stupně postižení a porovnaní podobností nebo odlišností těchto stupňů v ČR a v Bělorusku. Následně jsou vymezeny potřeby a bariéry. Jedná se konkrétně o bariéry bránící uplatnění osob se zdravotním postižením na trhu práce. Při sběru dat byla použita kvalitativní technika a konkrétně přistup případové studie. Data byla získána prostřednictvím analýzy dokumentů. Hlavním cílem této práce je odpovědět na předem stanovenou výzkumnou otázku, která zní takto: „V čem se podobá a v čem se liší politika pracovního trhu v ČR a v Bělorusku při práci s osobami se zdravotním postižením?“ V empirické častí své práce jsem se snažila tuto otázku zodpovědět pomocí analýzy nástrojů a opatření politiky trhu práce. Na základě teoretických dat lze provést rozbor nástrojů a opatření, které ovlivňují postavení mnou zkoumané skupiny lidí na pracovním trhu. Na základě zjištěných dat byl formulován závěr a odpověď na hlavní výzkumnou otázku.

Abstract:

My thesis is focused on comparing tools and arrangements to solve problems in relation to unemployment of people with disabilities. Employment is a tool that should help and provide opportunity to people with health problems and therefore addressing to solve their suffering from an economic stress and social isolation standpoint. The theoretical part of my thesis is divided into two chapters discussing basic concepts. The first chapter describes the policy of labor market and employment policy and other topics that are closely related and impact employment policy and the labor market. The second chapter discusses the definition of disabeled people, furthermore it will discuss the several degrees of disability and its impacts, and lastly a comparison of the similarities and differences of these stages between the Czech Republic and Belorussia. Additionally, there are defined needs and barriers which will be discussed. Specifically focusing on the barriers which decrease employment opportunities for people with disabilities on the labor market. While collecting data, I used qualitative techniques and specific approach of case studies. The data was obtained through documents analysis. The main objective of my work is to answer the predetermined research question, which states as follows : " What are the similarities and differencies of labor market policy between the Czech Republic and Belorussia considering the work of disabeled people? " In the empirical part of my thesis I tried to answer this question by analyzing tools and arrangements of labor market policy. Based on the theoretical data it was possible to analyse the instruments and measurements influencing the status of my researched group of people in the labor market. Based on the collected data conclusions and an answer to the research question has been formulated for consideration as a direct result from this thesis.
