Pension reform in Czech Republic

Abstract:

Předmětem práce je Důchodová reforma, kterou Vláda České republiky schválila koncem měsíce června roku 2011 a nový zákon 426/2011 Sb., o důchodovém spoření, vyšel ve Sbírce zákonů 28. prosince 2011 s účinností od 1. ledna 2013. Cílem práce je posoudit důchodovou reformu z pohledu obyvatele České republiky, který se má rozhodnout, jestli vstoupit do nového druhého pilíře na pozadí širších historických, ekonomických a sociálních souvislostí. Práce je rozdělena do několika částí. V úvodní části je popsán historický vývoj sociálních systémů na území České republiky. Dalších části se věnuji teoretickým souvislostem, nové právní úpravě důchodové reformy, fungování penzijního připojištění před důchodovou reformou a situací na Slovensku. V závěrečné části se snažím na základě různých předpokladů a faktorů dojít k rozhodnutí zda vstoupit či nevstoupit do druhého pilíře pro nadefinovanou rodinu.

Abstract:

The subject of the thesis is Pension reform which was approved by Czech Government at the end of June 2011. The Act No. 426/2011 Coll., on the pension savings was issued on 28 December 2011 effective from 1 January 2013. The goal of the thesis is the assessment of Pension reform from the perspective of Czech resident who has to make a decision about entering of new second pillar on the basis of the broader historical, economical and social context. The thesis is dividend into several parts. In the beginning the historical development of social systems in Czech lands was described. In the following parts the focus is on the theoretical aspects, new legislation about Pension reform, the performance of supplementary pension insurance before Pension reform and the situation in Slovakia. In the final part I try to reach the decision about entering or not entering of second pillar by defined family based on the various assumptions and factors.
