Influence of the Electoral System on Party System in the Czech republic

Abstract:

Vliv volebního systému na stranický systém v České republice začal po roce 1989 opět nabývat svého významu. První svobodné volby v tehdejší Česko-Slovenské republice byli spíše formou tzv. plebiscitu mezi demokracií a komunismem. V dalších volebních obdobích se však už začal pomalu rýsovat stranický systém. Volební systém v České republice zprvu umožňoval obsazení v Poslanecké sněmovně většímu počtu politických subjektů, kteří obdrželi poměrně mnoho mandátů, avšak postupem času se počet stran ve Sněmovně redukoval. Čím však docházelo k redukci stran a k usazování stranického systému, tím vyplouval na povrch problém při sestavování vlád. Tyto vlády se většinou opírali o nevelkou poslaneckou většinu a byli tvořeny z více politických subjektů, což jejich stabilitu znesnadňovalo. Proto nebylo divu, že se na přelomu tisíciletí dvě největší politické strany rozhodly uskutečnit volební reformu, která by zásadně změnila výstupy voleb. Ovšem tato reforma byla v důsledku rozhodnutí Ústavního soudu zrušena a na místo ní se přijal nový, poměrně totožný volební zákon jako ten původní. V dalších volebních obdobích se problém se sestavováním stabilních a většinových vlád nevytratil a stále do popředí vyvstávaly myšlenky na nové reformy volebního systému. Vývoj volebního systému a jeho vliv na stranický systém je v České republice velmi zajímavý, což z něj činí vhodný objekt ke zkoumání.

Abstract:

The influence of electoral systems on party system in the Czech Republic began in 1989 once again take its meaning. The first free elections in the former Czech and Slovak Republic were rather in the form of so-called plebiscite between democracy and communism. In other election periods, but it slowly began to take shape party system. The electoral system in the Czech repubilce initially allowed the cast of the Chamber of Deputies a greater number of political entities that have received quite a few seats, but over time the number of parties in the House reduced. What, however, there was reduction of establishment parties and party system, by sweeping the surface of the problem in the formation of governments. The government relied mostly on a small parliamentary majority, and were made up of several political parties, which their stability make it more difficult. It was therefore not surprising that at the turn of the millennium the two largest political parties have decided to implement electoral reform that would fundamentally alter election outcomes. However, this reform was due to the decision of the Constitutional Court annulled and instead adopted the new election law quite the same as the original. In other election periods, the problem with establishing a stable majority governments, and disappeared, contrary to the forefront and still arose the idea of a new electoral reform. The development of the electoral system and its impact on the party system in the Czech Republic is very interesting, making it suitable as an object to be studied.
