Spatial analysis of conflicts between the natural environment and rail transport

Abstract:

Železniční doprava a přírodní prostředí spolu souvisí již od vzniku prvních železničních tratí, kdy se do plánování a výstavby promítaly fyzicko-geografické faktory. Tento vztah (konflikt) lze vnímat ve dvou základních rovinách. První představuje vliv přírodního prostředí na železniční dopravu a druhá vliv železniční dopravy na přírodní prostředí. Dochází k pádům dřevin do prostoru dráhy, k zaplavení infrastruktury, k poruchám zařízení v důsledku nepříznivých povětrnostních podmínek nebo k hluku, emisím, fragmentaci krajiny a střetům vlaků se zvěří. Jelikož je možné v budoucnosti očekávat růst extremity počasí vlivem klimatické změny, některé tyto problémy se mohou vyskytovat častěji než nyní. Existence odolného železničního systému, který je současně šetrný k přírodnímu (životnímu) prostředí, se neobejde bez zkoumání zákonitostí vzniku dílčích problémů, jejich dopadů či identifikace nebezpečných míst. Na příkladu České republiky byla za tímto účelem analyzována data Správy železnic a Hasičského záchranného sboru Správy železnic. Z výsledků vyplývá, že přírodní prostředí představuje z hlediska bezpečnosti a plynulosti železničního provozu v ČR nezanedbatelný faktor. Významný je vliv extrémních povětrnostních jevů, které mohou během krátké doby způsobit mnoho problémů. Z dílčích témat byly podrobně zkoumány pády dřevin do prostoru dráhy, které představují jeden z nejčastějších problémů souvisejících s přírodním prostředím na železnici. U nich byl identifikován časový vzor, souvislost s povětrnostními podmínkami a nebezpečná místa. I přesto, že železniční doprava představuje vzhledem k přírodnímu prostředí šetrnější způsob přepravy než doprava silniční, se práce dále zaměřila na problematiku střetů se zvěří a požárů kolem železničních tratí. Tyto jevy ohrožují také železniční provoz, avšak v mnohem menší míře než okolní prostředí. Stejně jako u problematiky pádů dřevin zde byl kladen důraz především na časoprostorovou složku. Byly tak identifikovány koncentrace incidentů v čase a prostoru a zkoumány dílčí zákonitosti vzniku těchto jevů. V závěrečné části jsou diskutována opatření, která by mohla přispět k omezení výskytu těchto nežádoucích jevů.

Abstract:

Rail transport and the natural environment have been linked since the establishment of the first railway lines, as physical factors were reflected in railway planning and construction process. This relationship (conflict) can be perceived on two basic levels. The first represents the impact of the natural environment on rail transport, which includes, for example, tree falls on rail infrastructure or failures of rail devices due to adverse weather conditions. The second represents the impact of rail transport on the natural environment, which includes, for example, noise, greenhouse gas emissions or animal-train collisions. As weather extremes due to climate change can be expected to occur more frequently in the future than they do now, some of the mentioned problems may also occur more frequently. A resilient railway system that is also environmentally friendly cannot exist without examining accident patterns, their impacts or identifying hazardous places. For this purpose, the data of the Czech Railway Infrastructure Administration and the data of the fire brigade unit of the Czech Railway Infrastructure Administration were analyzed. The results show that the natural environment is an important factor in terms of safety and continuity of rail operation. Significant is the impact of extreme weather events, which can cause many problems in a short time. Tree falls on railway tracks, which represent one of the most common problem related to the natural environment on the railways in the Czech Republic, were investigated in detail. The time pattern of tree falls, relation to weather conditions and the most hazardous places were then identified. Even though rail transport is a more environmentally friendly than road transport, the work also focused on animal-train collisions and vegetation fires along the rail network. These phenomena also threaten railway traffic, but to a much lesser extent than the natural environment. Emphasis was placed on the spatiotemporal pattern of these incidents, and so concentrations in time and space and other characteristics were identified. The final part discusses measures that could help reduce the incidence of these phenomena.
