Incomes of Municipal Budget

Abstract:

Bakalářská práce se věnuje rozpočtovým příjmům obcí. Cílem práce je podat ucelený přehled o přerozdělování finančních prostředků obcím a postihnout a zhodnotit problematiku příjmů obcí v ČR. Práce je dělena do 6 hlavních kapitol. V první kapitole považuji za nutné zmínit základní pojmy, které souvisí s tématem mé práce, tedy pojem obec a působnost obcí. Ve druhé kapitole se zabývám financováním a hospodařením obcí. V následující kapitole se zaobírám rozpočtem obce a rozpočtovým procesem. Důraz je kladen na rozpočtové příjmy obcí, jimž je věnována převážná část práce. Dále se zabývám právní úpravou rozpočtových příjmů, snažím se rozebrat jednotlivé zákony a zamýšlet se nad nimi. Krátce zmíním výdaje obecních rozpočtů. V praktické části se snažím využít získané teoretické znalosti a věnuji se analýze rozpočtu a hospodaření města Milevska, v němž žiji. Rozebírám jednotlivé příjmy plynoucí do rozpočtu města a snažím se zhodnotit hospodaření města v určitém roce.

Abstract:

The thesis deals with the budget income communities. The goal is to provide a comprehensive overview of the allocation of funds to municipalities to assess and understand the issues and revenues of municipalities in the CR. The dissertation is divided into 6 main section. In the first section I consider it necessary to mention the basic concepts related to the theme of my work, so the term of community and competence of municipalities. The second section deals with the financing and operations of municipalities. In the next chapter I treat the municipal budget and the budgetary process. Emphasis is placed on the municipal budget incomes, which is devoted the great part of the work. I'm also concerned by the rules of budgetary revenue, try to resolve the various laws and thinking about them. Briefly I mention the expenditure of municipal budgets. In practice part I try to use their theoretical knowledge and turn in budget analysis and management of Milevsko, where I live. I analyze individual income flowing into the city budget and try to assess the management of the city in a given year.
