Ethical problems and dilemmas in the practise of workers of state social support

Abstract:

Cílem této práce bylo odpovědět na otázku, jak zvládání etických problémů a dilemat ovlivňuje přístup sociálních pracovníků úřadu práce státní sociální podpory ke klientům v souvislosti s pojetím role sociálního pracovníka těmito pracovníky. Svou prací jsem chtěla upozornit, že tato práce na státní sociální podpoře by neměla být vnímána jen jako ekonomicko-administrativní činnost. V teoretické části, kde jsem vycházela z dostupné literatury a zkušeností z praxe, jsou vymezeny základní pojmy klient, pracovník a typické role sociálního pracovníka. Další část je zaměřena na pojmy etický problém a dilemata, která jsou typická pro činnost pracovníků v této oblasti, zvládání a reakce na etické problémy a dilemata. Odpovědi na výzkumnou otázku byly získány kvalitativní strategií technikou polostandardizovaného rozhovoru. Za výběrový soubor byly zvoleno deset pracovníků státní sociální podpory úřadu práce dle stanovených kritérií. Na základě analýzy jejich odpovědí byla určena typická pojetí rolí těmito pracovníky a reakce pracovníků na etické problémy a vybraná dilemata při výkonu státní sociální podpory, které se promítají v přístupu ke klientům.

Abstract:

The objective of the bachelor thesis was to explain how ethical problems and dilemmas impact on the approach of social workers from the state social welfare and labor authorities to their clients in juxtaposition to the concept of their role as social workers. In my thesis I aim to emphasize that working at a state social welfare authority should not be regarded merely as a job consisting of economic and administrative activities. In the theoretical part, relying on available literature and my own practical experience, I have outlined the meaning of the basic concepts, such as client, worker, and the typical social worker’s role. The following part of my thesis focuses on typical ethical problems and dilemmas that social workers have to deal with in this field, and on ways of handling them and responding to them. The answers to this research question were acquired with the aid of qualitative strategic technique of semi-standardized interviews. Selected for the survey sample were ten workers of the state social welfare and labor authority in accordance with preset criteria. Analysis of their responses led to determination of these workers’ typical conceptual approach to their role and qualification of their reactions to the ethical problems and certain selected dilemmas they encountered in their administration and execution of social welfare from the state, as they reflected in their attitude to clients.
