The role of V4 in forming the common EU energy policy

Abstract:

Geopolitické změny v Evropě a ve světě na konci 80. let se staly rozhodujícím faktorem pro zahájení těsné spolupráce čtyř středoevropských států: České republiky, Slovenska, Polska a Maďarska. Definice samotného pojmu V4 se nevztahuje pouze na geografický aspekt, ale i na jednotlivé národní zájmy členů a charakter politické orientace zúčastněných států, které určují politický význam při prosazování V4 na rozhodovací úrovni EU. Momentálně platí, že téměř nejdůležitějším společným tématem, na jehož základě může V4 budovat platformu pro společnou politiku, je energetická bezpečnost. Za stěžejní iniciativu Visegrádské skupiny lze bez pochyby označit rozsáhlý projekt severojižního plynárenského propojení. Cílem teto práce je odpovědět na otázku, zda je Visegrádská čtyřka coby subregionální uskupení schopná efektivně prosazovat vlastní zájmy na půdě společné energetické politiky EU.

Abstract:

The geopolitical changes in Europe and in the world at the end of the 80’s became a decisive factor for the initiation of the close cooperation between four Central European countries: Czech Republic, Slovakia, Poland and Hungary. Definition of the V4 concept however has not only geographical aspect, but also focuses on member states individual national interests and their political orientation, which determine political significance in advancing the interests of V4 in the EU’s decision-making process. Right now, it seems that the most important topic on which V4 can build its platform for common policy is the energy security. Based on that, one of the fundamental initiatives of V4 is the project of north-south gas interconnector. Therefore, the aim of this thesis is to answer on the question, whether is V4, as a sub-regional group, capable of effectively perusing its own interests within the EU energy policy.
