Transparency and communication of the Czech National Bank’s monetary policy

Abstract:

Cílem této práce je zhodnotit úroveň transparentnosti a komunikace měnové politiky České národní banky, porovnat ji v mezinárodním měřítku a vyhodnotit, zda účinně napomáhá v implementaci a dosahování cílů měnové politiky v ČR. Práce nás postupně seznamuje se základními teoretickými pojmy, používanými nástroji komunikace, cílovými skupinami a vývojem transparentnosti centrálních bank ve světě a v České republice. Následuje analýza a aktualizace indexu transparentnosti centrálních bank sestaveného Eijffinger a Geraats v roce 2002 pro 9 centrálních bank. Tento index sestavuji pro Českou národní banku a porovnávám jej s centrálními bankami ve vybraném vzorku. Nakonec se zaměřuji na význam komunikace měnové politiky v období globální finanční krize a odpovídám na stanovené hypotézy.

Abstract:

The aim of this article is to assess the level of transparency and communication of the monetary policy of the Czech National Bank and compare this on the international scale with the intention to evaluate, to which extent this policy effectively helps to implement and achieve the goals of the monetary policy. The article describes the basic theoretical notions, communications tools used, target groups and the development of transparency of the central banks in the world as well as in the Czech republic. It follows the analysis and an update of the Central Bank Transparency Index as constructed by Eijffinger and Geraats in 2002 for nine central banks. This index is calculated for the Czech National Bank and compared with the selected set of central banks. Finally, the article concentrates on the importance of the monetary policy communication in the period of the global financial crisis and tries to give answers to the hypothesis formulated.
