Urban and architectural planning of Ostrava city centre in the 1960s (reasons for redevelopment, competition, plans, realizations, inspirations)

Abstract:

Po revizi směrného územního plánu v šedesátých letech byla zavržena možnost kompletní likvidace Moravské Ostravy a jejího centra, ruku v ruce s rozhodnutím se začalo zjišťovat a zkoumat jakým směrem vést její regeneraci a přestavbu. Přestavba souvisela i s očekávanou transformací "ocelové koncepce" hospodářství a posilování terciérního sektoru. Rozsáhlé území vytyčeno ulicemi Nádražní, 28. října, Porážkovou a Bieblovou na sebe mělo vzít funkci celoměstského společenského centra Ostravy, ale i regionu, to mělo být dosaženo masívní modernistickou přestavbou a s tím související asanací celého území. Zároveň se počítalo se zajištěním dislokace obyvatelstva vybudováním dvou sektorových center nižšího významu. Snahám předcházel rozsáhlý sociologický výzkum, architektonicko-urbanistická soutěž a další studie. Inspirace k této akci nutno hledat i v západní Evropě. Skutečnost nenaplnila očekávání a uskutečnění se dočkaly jen dílčí realizace.

Abstract:

After the revision of the local plan in the 1960s, the possibility of complete liquidation of Moravian Ostrava and its centre was discarded. An investigation and exploration of possible direction of its regeneration and rebuilding went hand in hand with this decision. The reconstruction was also related to the expected transformation of the "steel concept" of the economy and the strengthening of the tertiary sector. An extensive area between the streets Nádražní, 28. října, Porážková and Bieblová was supposed to take on the function of the city-wide social centre of Ostrava, but also of the region, which was to be achieved by a massive modernist reconstruction and the related redevelopment of the entire territory. At the same time, it was envisaged to ensure the dislocation of the population by building two sector centres of lower importance. The efforts were preceded by extensive sociological research, architectural-urban competition and other studies. Inspirations for this event must also be sought in western Europe. The reality did not meet expectations and only partial implementation was realized.
