Greenlandic Paradiplomatic Relations in Postcolonial Perspective - from Subalternity to Autonomy

Abstract:

Zahraniční vztahy substátních jednotek označujeme termínem paradiplomacie, přičemž nezávislými státy může být paradiplomacie vnímána jako ohrožení vlastní suverenity. Stejné obavy provázejí Dány ve vztahu ke Grónsku, samosprávnému teritoriu Dánského království. Tato bývalá dánská kolonie se může stát prvním nezávislým státem v Arktidě s převážně domorodým obyvatelstvem. Jedním z klíčů k jejímu zisku mohou být právě rozvinuté zahraniční vztahy. Na základě zákona o rozšířené samosprávě (2009) může grónská vláda (Naalakkersuisut) uzavírat mezinárodní dohody tykající se vlastní země a oblastí svěřené správy. Zahraniční politika Grónska je ale stále v rukou Dánska a nastalá situace s sebou přináší řadu sporných otázek. Všeobecným výzkumným záměrem disertační práce je komplexně zhodnotit grónské paradiplomatické aktivity. Práce je reakcí na současný dynamický vývoj v Arktidě a nastoluje zatím skrovně popsané téma grónských zahraničních vztahů. K dosažení výzkumného záměru pracujeme s koncepty paradiplomacie a postkolonialismu - kritického myšlenkového proudu zabývajícího se důsledky kolonizace. K organizaci struktury práce a kladení výzkumných otázek nám slouží Kuzněcovův vysvětlující rámec paradiplomacie (2015). Na případu Grónska ani jiné substátní jednotky Arktidy nebyl rámec doposud testován. Dílčím cílem práce je proto vyhodnotit vhodnost jeho proměnných. Disertační práce využívá rovněž technik terénního výzkumu (Nuuk, říjen-listopad 2020) a osobních rozhovorů s poslanci grónského parlamentu (Inatsisartut), zaměstnanci grónské samosprávy a odborníky na mezinárodní postavení Grónska z University of Greenland. Dospěli jsme k závěru, že Kuzněcovův rámec je vhodný a efektivní nástroj k výzkumu paradiplomacie závislých území. Doporučujeme jej ale rozšířit o historické hledisko či otázku politického stranictví zkoumaného regionu. Nejzjevnějším dokladem grónské paradiplomacie jsou fungující grónské zahraničněpolitické instituce na parlamentní i vládní úrovni. Existence grónských zastupitelských úřadů v zahraničí pak prokazuje schopnost Gróňanů budovat vlastní zahraniční politiku a je někdy vnímána jako "diplomatický trénink" budoucí nezávislosti. V zahraničních vztazích Gróňané překvapivě tolik nevyhledávají kulturní a politické vazby, ale uplatňují především pragmaticky a ekonomicky orientovaný přístup. Současná dánská vláda grónským politikům stále více naslouchá a snaží se tak mírnit grónské požadavky nezávislosti. Otázka grónské nezávislosti bude rozhodnuta na domácí scéně, rozvinuté mezinárodní vztahy však disponují potenciálem celý proces usnadnit a urychlit. Nejvýznamnějším důsledkem funkčnosti grónské paradiplomacie ale nakonec nemusí být politická nezávislost, nýbrž prosperující, udržitelná a diverzifikovaná ekonomika oproštěná od závislosti grónského veřejného rozpočtu na dánských dotacích.

Abstract:

The foreign relations of substate units are referred to as paradiplomacy, whereas independent states may perceive paradiplomacy as a threat to their sovereignty. The same concerns accompany the Danes in relation to Greenland, a self-governing territory of the Danish Realm. This former Danish colony can become the first independent state in the Arctic with a predominantly indigenous population. One of the keys to gaining independence may be developed foreign relations. According to the Self-Government Act (2009), the Greenlandic government (Naalakkersuisut) can conclude international agreements concerning its own country and fields of responsibility taken over. However, Greenland's foreign policy is still in the hands of Denmark and this situation raises several contentious issues. The general research aim of this dissertation is to comprehensively evaluate Greenland's paradiplomatic activities. The dissertation is a response to the current dynamic developments in the Arctic and raises so far scarcely described topic of Greenlandic foreign relations. To achieve the research aim, we work with the concepts of paradiplomacy and postcolonialism, a critical school of thought concerned with the consequences of colonization. To organize the structure of the dissertation and pose our research questions, we use Kuznetsov's explanatory framework of paradiplomacy (2015). The framework has not yet been tested on the Greenland case or any other Arctic sub-state unit. Therefore, a sub-objective of this dissertation is to evaluate the suitability of its variables. The dissertation also makes use of field research techniques (Nuuk, October-November 2020) and personal interviews with members of the Greenlandic Parliament (Inatsisartut), self-government employees, and experts on the international position of Greenland from the University of Greenland. We conclude that the Kuznetsov's framework is a suitable and effective tool to research the paradiplomacy of dependent territories. However, we recommend extending it to include a historical perspective or the question of the political partisanship of the examined region. The most obvious evidence of Greenlandic paradiplomacy is the functioning of Greenlandic foreign policy institutions at the parliamentary and governmental levels. The existence of representative offices abroad then demonstrates the ability of Greenlanders to construct their own foreign policy and is sometimes seen as "diplomatic training" for future independence. In foreign relations, Greenlanders are surprisingly less interested in cultural and political ties but are taking a primarily pragmatic and economically oriented approach. The current Danish government is increasingly listening to Greenlandic politicians in an attempt to moderate Greenlandic demands for independence. The question of Greenland's independence will be decided on the domestic scene. However, the development of international relations has the potential to facilitate and accelerate the whole process. In the end, the most important consequence of Greenlandic paradiplomacy may not be political independence, but a prosperous, sustainable, and diversified economy, free from the dependence of the Greenlandic public budget on Danish subsidies.
