Abstract:

Téma této práce má ambici se zabývat problematikou zkoumání exekutivních koalic v obcích s rozšířenou působností po komunálních volbách 2014 v Libereckém kraji. Obsah práce se zaměří zejména na zkoumání odlišností vzniku exekutivních koalic ve větších městech a na malých obcích. Důvodem tohoto zaměření bude detailněji zmapovat toto prostředí, protože právě na komunální úrovni se vyskytuje celá řada faktorů, které znesnadňují možnosti aplikace teorie koalic na lokální úroveň. Hlavním cílem práce bude porovnat charakter povolebních koalic, které se vytvořily na základě výsledků komunálních voleb. Je zřejmé, že rozměr práce neumožní postihnout všechny náhledy a aspekty dané problematiky. Práce se tak bude snažit zabývat koalicemi již sestavenými, tedy jejich podobou (z hlediska řady kritérií např. počet a velikost stran v zastupitelském orgánu, ideologická vzdálenost stran, minulá zkušenost s koaličním vládnutím atd.), popřípadě děním, které sestavování předcházelo. Tento moment (podoba a průběh vyjednávání) je přitom velmi důležitý a z tohoto důvodu se práce bude snažit teoreticky postihnout a analyticky zpracovat statistické údaje. Uvedený moment by měl přispět k vyšší kvalitě celé práce, protože se bude jednat o dosti unikátní doplnění teoretických východisek teorie koalic. Hypotéza - zda-li je možné na základě modelů vycházející z teorie koalic najít viditelné rozdíly ve způsobu utváření koalic ve větších městech a na malých obcích? Metody: komparativní metoda aplikovaná na větší četnost porovnávaných vzorků. Metoda se bude opírat o synchronní a diachronní srovnání.

Abstract:

The thesis deals with the issues related to the study of executive coalitions in the municipalities with extended powers within Liberec region, where the effect of the executive coalitions was spread after local elections in 2014. The content of the paper focuses expecially on the study of differences when starting executive coalitions in cities and towns. The purpose of this is the effort to map the locations in a detail, because it´s challenging due to presence of the factors on the local level. These factors do not make it possible for the coalition theory to be applied on a local level. The main aim of the thesis is to compare after-election coalitions, which were created based on the results of municipal elections. It is obvious that this work cannot involve all views and aspects of the issues. The paper tries to deal with already existed coalitions and their similarities (from the point of view of different criteria such as a number and size of parties in the local representative bodies, ideological distance of the parties, past experience with coalition reign etc..) alternatively it deals with the situation before starting coalitions. This moment (character and the process of mediation) is very crucial and because of this reason the thesis is trying to involve and analyse statistic data. The mentioned moment should contribute to the highest quality of the whole thesis, because of the additional, unique theoretical basic of the coalition theory. The hypothesis - if it is possible to find visible differences in the way of starting coalitions in cities and towns based on theory of coalitions? The methods: Comparative method applied on a bigger number of compared samples. The method will be based on synchronic and diachronic comparison.
