Bakalářská práce je rozdělena na dvě části. Teoretická část se zabývá obci, její role ve veřejné správě, vysvětluje vztah samosprávy k veřejné správě. Nejprve hierarchicky vysvětluje pojmy, jako jsou orgány obce, konkrétně zastupitelstvo obce, působnosti a pravomoci zastupitelstva obce. The bachelor thesis is divided into two parts. The theoretical part deals with the municipality, its role in public administration, explains the relationship of self-government to public administration.
