Formation of the European External Action Service and attitudes of selected actors towards its organisation and functioning

Abstract:

The Bachelor´s thesis deals with formation of the European External Action Service (EEAS). This is a new Service introduced by the Treaty of Lisbon. EEAS will help the High Representative to fulfil his mandate and to assure coherency of EU external representation. First part deals with the process of formation of the EEAS and presents significant events leading to its creation. In the second part I analyze attitudes of the European institutions, their preferences and requirements concerning the future form of the EEAS. The aim is to identify which institution had the biggest influence on the final form of the EEAS and what it managed to enforce. Third part treats of the staff. In more details I describe its structure, appointment, rights and duties, termination of service etc.

Abstract:

Bakalárska práca sa venuje formovaniu Európskej služby pre vonkajšiu činnosť (ESVČ). Jedná sa o novú službu, ktorú zavádza Lisabonská zmluva. Jej úlohou je pomáhať vysokému predstaviteľovi v plnení jeho úloh a zaisťovať koherentnosť vonkajšej reprezentácie EÚ. Prvá časť sa zaoberá genézou tvorby ESVČ a zlomovými udalosťami vedúcimi k jej vytvoreniu. V druhej časti analyzujem postoje jednotlivých inštitúcií, ich priority a požiadavky ohľadom budúcej podoby ESVČ. Cieľom je zistiť, ktorá inštitúcia mala najväčší vplyv na konečnú podobu a čo sa jej podarilo presadiť. Tretia časť je venovaná personálu. Bližšie sa venujem jeho zloženiu, prijímaniu, právam a povinnostiam, ukončeniu ai.
