Cultural policy in Prague since 2001

Abstract:

Diplomová práce se zabývá vývojem kulturní politiky hl. m. Prahy po roce 2001. První strategický dokument Koncepce kulturní politiky hl. m. Prahy byl schválen v roce 2006. Jeho aktualizovaná verze z roku 2010 je platná dodnes a odráží nejen důsledky kulturně-společenského vývoje, ale i hlediska, ke kterým přihlížejí orgány Evropské unie. Cílem práce je zachytit okolnosti celého procesu, který probíhal ve vzájemné interakci politické reprezentace a zástupců odborné a kulturní veřejnosti v součinnosti s odborem kultury magistrátu hlavního města. Nedílnou součástí kulturní politiky města je také dokument Grantová politika hl. m. Prahy. Navržený grantový systém předpokládá transformaci příspěvkových organizací, především divadel, aby bylo vytvořeno přirozené, otevřené, konkurenční prostředí, ve kterém se pohybují subjekty nezávislé na veřejné správě. Proto je část práce věnována i procesu plánování transformace, jež byla zahájena v roce 2001 a dodnes nebyla dokončena. Hlavními prameny při mapování kulturní politiky představovaly dokumenty pražského magistrátu, jako jsou usnesení a zápisy z jednání orgánů hl. m. Prahy, příspěvků odborné veřejnosti a z literatury a studií, které se tématem zabývají. Neopominutelnými zdroji jsou také záznamy „kulatých stolů“ a setkání k problematice kulturní politiky a reflexe kulturní politiky a kulturního dění v médiích. Záměrem práce je nastínit průběh desetiletého vývoje v hlavním městě Praze, jenž vyvrcholil formulací dokumentů, které mají svou platnost do současnosti.

Abstract:

This thesis deals with the development of Prague's cultural policy after year 2001. The first strategic document "The Concept of the Cultural Policy of Prague" was approved in 2006. Its updated version from year 2010 is valid until today and it reflects not only the consequences of culturally social development, but also aspects which are taken into account by institutes of the European Union. The document defines basic principles, goals, tools, plans and priorities of the city's cultural policy. The aim of the thesis is to capture circumstances of the entire process in which the political representation, members of the academic and cultural public, and the department of culture of the capital's town council all interacted together to form the policy. The "Grant Policy of Prague" document is an integral part of the cultural policy of the city. It sets principles and criteria of grant management, one of the most important tools of cultural policy. The devised grant system presupposes a transformation of contributory organizations, particularly theaters, to allow for a natural, open, competitive environment in which entities operate independently of public administration. For this reason a section of the thesis is also dedicated to the process of the transformation planning, which has been ongoing since 2001 and as of yet is not completed. As the main sources for the thesis documents from the Prague town council were used, such as the resolutions and reports from meetings of the city's agencies, contributions made by the academic public, and literary texts and studies on the topic. Equally valuable for the paper were the records of "round table" meetings and discussions dedicated to the questions regarding cultural policy and its implementation, and cultural coverage in the media. The aim of the thesis is to outline the 10 year development of the cultural policy in the capital city of Prague which led to the creation of documents that are valid until today.
