Abstract:

Tato diplomová práce popisuje způsob standardizace vyhodnocení územních podmínek rozboru udržitelného rozvoje území jako součásti aktualizace územně analytických pokladů (ÚAP). Základní motivací pro vznik práce byla snaha navrhnout jednotný model hodnocení území, který by minimalizoval nesourodosti výsledků analýz území a absence této tematické vrstvy v datovém modelu ÚAP Plzeňského kraje. Na základě navrženého jednotného modelu a metodicky stanovených, v praxi používaných indikátorů bylo provedeno vyhodnocení území pomocí metody klíčových faktorů a metod multikriteriální analýzy. Výběr indikátorů byl proveden s úmyslem navrhnout určitý plošně použitelný standard vyhodnocení území. Výsledky zjištěné použitím navrženého postupu byly analyzovány a porovnány s výsledky aktualizací územně analytických podkladů krajských (ÚAPk) v roce 2011 a obecních (ÚAPo) v roce 2010. Srovnání pak potvrdila předpoklad, že takto zvolený jednotný postup vyhodnocení území není omezujícím faktorem kvality výsledků analýz území. Výstupem práce je provedené doplnění tematické vrstvy vyváženosti územních podmínek pro udržitelný rozvoj území do datového modelu ÚAP Plzeňského kraje.

Abstract:

This thesis describes the method of standardisation of assessment of the territorial conditions for the analysis of sustainable territory development as part of an update of the territory-analytical data. The main motivation for the thesis was to propose a unified model of territory assessment which would minimise discrepancies between the results of territory analyses and the absence of such a thematic layer in the data model of the Pilsen region. Based on the proposed unified model and indicators specified in the methodology and applied in practice, a territory assessment was performed using the method of key factors and multi-criteria analysis methods. The indicators were selected with the aim to propose a generally applicable standard of territory assessment. The results obtained by using the proposed method were analysed and compared with the results of the updates of territory-analysis data in regions (2011) and districts (2010). The comparison confirmed the assumption that such a unified method does not limit the quality of territory analysis results. The output of the thesis is an addition of the thematic layer of balance in territorial conditions for sustainable development to the data model of the Pilsen region.
