Modern Technology and an Aging Population: Applying the Concept of Smart Aging in the Czech Republic

Anotácia:

Bakalářská práce se věnuje problematice demografického stárnutí v kontextu rozvoje moderních technologií a konceptu smart ageing. Cílem práce je zhodnotit míru a formy aplikace tohoto konceptu v České republice se zaměřením na Jihomoravský kraj a vybrané lokality okresu Hodonín (Hodonín, Kyjov, Strážnice a Mikulčice). Teoretická část vymezuje smart ageing v rámci regionálního rozvoje a definuje bariéry jeho implementace. Metodologicky je práce založena na analýze strategických dokumentů a dotazníkovém šetření mezi poskytovateli sociálních služeb a zástupci samospráv. Výsledky šetření ukazují na existenci výrazného strategického nesouladu mezi ambiciózními národními vizemi a lokální realitou. Implementace prvků smart ageing v okrese Hodonín dosahuje pouze nízké úrovně, přičemž hlavními nositeli inovací v území nejsou samosprávy, ale nestátní neziskové organizace. Práce identifikuje tzv. „Kyjovský paradox“, kdy vysoká míra demografické zátěže nevede k akceleraci technologických řešení, nýbrž k vyčerpání kapacit pro běžný provoz služeb. Mezi hlavní bariéry rozvoje patří chybějící strategické priority obcí, infrastrukturní dluh v konektivitě a psychologické bariéry na straně uživatelů i personálu. V závěru jsou formulována doporučení pro posílení institucionální koordinace a podporu digitální inkluze seniorů.

Abstract:

This bachelor thesis examines the issue of demographic ageing in the context of modern technology development and the concept of smart ageing. The aim of the work is to evaluate the extent and forms of application of this concept in the Czech Republic, with a specific focus on the South Moravian Region and selected localities within the Hodonín District (Hodonín, Kyjov, Strážnice, and Mikulčice). The theoretical part defines smart ageing within the framework of regional development and identifies the barriers to its implementation. Methodologically, the thesis is based on a combination of strategic document analysis and a questionnaire survey conducted among social service providers and local government representatives. The findings indicate a significant strategic mismatch between ambitious national visions and local reality. The implementation of smart ageing elements in the Hodonín District remains at a low level, with non-governmental non-profit organizations, rather than local governments, acting as the primary drivers of innovation in the territory. The thesis identifies the so-called "Kyjov Paradox," where a high rate of demographic burden does not lead to an acceleration of technological solutions but instead results in the exhaustion of capacities for routine service operations. Key barriers to development include a lack of strategic priorities at the municipal level, infrastructural deficits in connectivity, and psychological barriers on the part of both users and staff. In conclusion, recommendations are formulated to strengthen institutional coordination and support the digital inclusion of seniors.
