A balanced state budget: fact or fiction?

Abstract:

Práce uvádí přehled různých přístupů k problematice udržitelnosti dluhové pozice a hledá odpověď na otázku, za jakých podmínek je zadlužení České republiky dlouhodobě udržitelné. Pomocí porovnání absolutní výše dluhu k HDP je provedena analýza vývoje deficitů státního rozpočtu, respektive státního dluhu České republiky, pro různé kombinace ekonomických ukazatelů. Provedenými výpočty se došlo ke zjištění, že za současných ekonomických podmínek, vysoký hospodářský růst g = 4,3 % a nízké reálné úrokové sazby r = 0,2 %, je dluh dlouhodobě udržitelný i při trvale deficitním hospodaření x = -2,0 %. Při změně ekonomických podmínek, jako je očekávaný pokles hospodářského růstu v roce 2016 na úroveň g = 2,3 %, bude vláda nucena omezit deficity na úroveň x = -1,0 %. V případě růstu reálné úrokové sazby na úroveň r = 1,0 % je udržitelnost dluhu možná jen při vysokém hospodářském růstu g > 4,0 % a současném omezením deficitů na úroveň alespoň x = -1,0 %, případně sestavením vyrovnaných rozpočtů. V dlouhodobém výhledu bude narůstat vliv demografických změn, které budou zvyšovat požadavky na penze a zdravotní péči.

Abstract:

The thesis outlines the different approaches to the issue of sustainability of debt position and aims to answer the question, under what conditions the debt of the Czech Republic is sustainable in the long term. On the basis of comparing the absolute value of debt against GDP, the work analyses the development of state budget deficits, i.e. the state debt of the Czech Republic, for various combinations of economic indicators. The executed calculations confirmed that under current economic conditions, high economic growth g = 4,3 % and low real interest rate r = 0,2 %, the debt is sustainable in the long term, even in case of permanently deficient budget balances x = -2,0 %. In case of altered economic conditions, such as the expected decline of the Czech economic growth in 2016 down to the level of g = 2,3 %, the government will be forced to reduce the deficit to x = -1,0 %. In case of growth of real interest rate to r = 1,0%, the debt sustainability is only possible with high economic growth g > 4,0 % and simultaneous limiting of the deficits to the level of at least x = -1,0 %, or by means of putting together balanced budgets. In future, the impact of demographic changes will be more intense, increasing the demands on pensions and health care.
