System of State Social Support in Context of Public Budgets Consolidation

Abstract:

V bakalářské práci jsou pomocí odborné literatury a relevantní legislativy vysvětleny základní pojmy a vztahy s důrazem na konsolidaci veřejných rozpočtů. Pro vysvětlení pojmu konsolidace jsou použity zkušenosti ostatních evropských zemí. Dále je provedena analýza systému státní sociální podpory v souvislosti s realizovanými reformami českých veřejných rozpočtů v letech 2004 – 2011. Následně je zhodnoceno, jak realizované reformy veřejných rozpočtů přispěly ke změně finanční náročnosti systému státní sociální podpory. Nakonec jsou shrnuty základní poznatky a formulována doporučení budoucího směru vývoje systému státní sociální podpory pro současnou vládu.

Abstract:

The bachelor’s thesis explains the basic concepts and relations with emphasis on consolidation of public budgets using the scientific literature and relevant legislation. The experience of other European countries are used to explain the concept and process of consolidation. Then the analysis of the system of state social support in connection with the implementation of the reform of the Czech public budgets in the years 2004 – 2011 is conducted. Subsequently it is evaluated how the undertaken government reforms contributed to reviewing the financial performance of state social support. Finally, the basic knowledge is summarized and recommendations for the future direction of state social support system for the current government are formulated.
