Analysis of financing for selected kindergarten, primary and secondary school in the Pardubice region in the period 2019—2022

Abstract:

Předmětem bakalářské práce je analýza možností financování vybrané mateřské, základní a střední školy v Pardubickém kraji v období 2019–2022. Teoretická část zprvu popisuje vzdělání jako hlavní zdroj lidského kapitálu na základě ekonomické teorie G.S. Beckera a T. Schultze. Následně je představen vzdělávací systém v České republice a jeho jednotlivé zdroje financování. Dále je definován historický vývoj financování školství a jeho následná reforma regionálního školství z roku 2020. V praktické části jsou zpracovány 3 vybrané stupně vzdělávání. Na základě šetření je proveden rozbor hospodaření uvedených typů školských zařízení. Podrobněji jsou rozebrány základní zdroje financování. Praktická část dospěla k závěru, že financování různých typů zařízení se ve většině shodují i přes rozdílné zřizovatele. Práce na základě uvedených dat poskytuje částečný náhled na současné financování školství. Poukazuje na různé problémy financování a nabízí některé způsoby, jak se s tím školy vypořádávají. Dílčím přínosem práce je rozbor mzdových prostředků škol na platy ve sledovaných letech, které díky reformě znatelně vzrostly. Práce částečně nahlíží na změnu v odměňovaní pedagogické činnost. Pomocí navyšujících se nenárokových složek umožňuje pozitivně ovlivnit vzdělávání dětí, žáků a studentů.

Abstract:

The theme of the bachelor's thesis is analysis of financing options for selected kindergarten, primary and secondary school in the Pardubice region in the period 2019-2022. The theoretical part first describes education as the main source of human capital based on the economic theory of G. S. Beckera and T. Schultze. Subsequently, the educational system in the Czech Republic and its sources of financing are presented. Furthermore, the historical development of education financing and its subsequent reform of regional education from 2020 are defined. The practical part analysis three selected levels of education. On the basis of survey, an analysis of the managament of mentioned types of school facilities is carried out. Funding sources are described in more detail. The pratcical part came to the conclusion that the financing of various types of school facilities is mostly the same despite the different founders. The work based on the given data provides a partial insight into the current funding of education. It points out the various funding issues and offers some ways schools are dealing with them. A partial benefit of the work is the analysis of the schools wage resources for salaries in the monitored years, which have increased noticeably thanks to the reform. This thesis partly looks at the change in the remuneration of pedagogical activity. With the help of increasing non-entitlement components, they have the opportunity to positively influence the education of children, pupils and students.
