Abstract:

This thesis focuses on the “Young Farmer Problem” – those issues which young farmers and new entrants face in challenges that face in entering the agricultural industry, either upon succession or as ex novo entrants. It looks at the three main challenges identified by the author, demographics, access to land and capital, and economic viability; and how these have an effect upon the young farmers the EU. Following this it looks at the policy instruments that the EU and the Republic of Austria, as one of its Member States implement in order to tackle one of these challenges, that of access to land and capital. This is done in conjunction with an investigation of how these instruments fit in with the NATO-scheme, first devised by Hood (1983). This thesis fills a scholarly gap by exploring the instruments utilised by the EU, but also one of its Member States in facilitating access to land and capital for its agricultural population.
