The Analysis of Crisis and Emergency Documentation of MEC Municipalities in Tábor Region

Abstract:

Předmětem bakalářské práce "Analýza krizové a havarijní dokumentace ve vybraných obcích v regionu ORP Tábor" je analýza krizového plánu ORP Tábor a analýza havarijních plánů vybraných objektů, které nakládají s nebezpečnými látkami. První kapitola je věnována bezpečnostní politice a bezpečnostnímu systému v České republice. Druhá kapitola se zabývá prvky bezpečnostního systému České republiky na úrovni krajů a obcí. Třetí kapitola obsahuje legislativu zabývající se problematikou krizového řízení a integrovaného záchranného systému. Čtvrtá kapitola se zabývá krizovým řízením v České republice a popisuje zde obsah havarijních a krizových plánů. Pátá kapitola popisuje krizové řízení ve vybraných evropských zemích. Šestá kapitola se zabývá cílem samotné bakalářské práce. Sedmá kapitola se zabývá ORP Tábor a nebezpečnými látkami na území ORP Tábor. Osmá kapitola popisuje a analyzuje havarijní plány objektů s nebezpečnými látkami. V deváté kapitole navrhuji vlastní řešení konkrétní situace. Desátá kapitola se zabývá SWOT analýzou havarijní dokumentace v regionu ORP Tábor. Jedenáctá kapitola je věnována vlastními návrhy na zlepšení systému.

Abstract:

Subject of bachelor´s thesis "The Analysis of Crisis and Emergency Documentation of MEC Municipalities in Tábor Region" is the analysis of the crisis plan MEC Tábor and analysis of emergency plans of selected objects that handle with hazardous substances. The first chapter is devoted to security policy and the security system of the Czech Republic. The second chapter deals with the elements of the security system of the Czech Republic at the level of regions and municipalities. The third chapter contains legislation dealing with crisis management and integrated rescue system. The fourth chapter deals with crisis management in the Czech Republic and describes the contents of emergency and crisis plans. The fifth chapter describes crisis management in selected European countries. The sixth chapter deals with the very aim of the bachelor´s thesis. The seventh chapter deals with MEC Tábor and hazardous substances in the MEC Tábor area. The eight chapter describes and analyzes an emergency plans for facilities with hazardous substances. In the ninth chapter I propose own solution of specific situations. The tenth chapter deals with the SWOT analysis of emergency documentation in the region MEC Tábor. The eleventh chapter is devoted to its own proposals to improve the system.
