Reform of the Pension System in the CR and EU

Abstract:

Diplomová práce se zabývá problematikou důchodových systémů v České republice a dvou vybraných státech Evropy – Slovenska a Polska. Česká republika je jednou z posledních zemí Evropy, která doposud neprovedla zásadní penzijní reformu. Změny důchodového systému byly prozatím prováděny pouze prostřednictvím parametrických úprav. Vzhledem k této skutečnosti, je hlavní část práce věnována detailnímu rozboru možných řešení důchodové reformy především z pohledu předložených návrhů zpracovaných poradním expertním sborem. Práce zároveň obsahuje stručný popis a charakteristiku obecného principu fungování důchodových systémů, základní strukturu modelů, jejich financování a formu příspěvků a vyplácení dávek. U všech studovaných zemí jsou vybrány zástupné makroekonomické ukazatele, u kterých je sledován vývojový trend po zavedení zreformovaného důchodového systému a zhodnocení vlivu na tyto parametry.

Abstract:

This thesis deals with the problems concerning to the pension system in the Czech Republic and two selected European countries – Slovakia and Poland. The Czech Republic is the one of the last countries in Europe, which has so far failed to fundamental pension reform. Changes of pension system are being made only through parametric adjustment. Due to this fact, the main part of this thesis is devoted to detailed analysis of possible solutions to pension reform, especially in terms of proposals prepared by the expert advisory group. The thesis also contains a brief description and characterization of general principle of operation of pension systems, the basic structure of the models, their financing and the form of contributions and payment of benefits. In all studied countries were selected wildcard macroeconomic indicators and monitored their development trend after introduction reformed pension system and assess the impact on these parameters.
