The Development of the Pension System in the Czech Republic after 1989 (the Trajectory of the Pension Reform in context with the Demographic Trend and the economic Consequences)

Abstract:

Diplomová práce "Vývoj penzijního systému po roce 1989" podává komplexní pohled na současný systém penzijního zabezpečení v ČR, včetně analýzy jeho hlavních prvků a z ní vyplývající návrhy na reformní opatření s ohledem na nepříznivý demografický vývoj. Po teoretickém úvodu do problematiky důchodových systémů se druhá část věnuje vývoji dvou základních pilířů systému penzijního zabezpečení v ČR od jejich počátků až do současnosti. Třetí část rozebírá dopady prognózovaného demografického vývoje české populace na ekonomiku a penzijní systém. Ve čtvrté části následuje analýza nedostatků současného penzijního systému, návrh opatření k finanční udržitelnosti, doplněné doporučeními mezinárodních organizací. Pátá kapitola obsahuje alternativy reformních kroků. V šesté části autorka navrhla podle ní nejoptimálnější řešení reformy penzijního systému pro ČR. Závěr práce souhrnně hodnotí český důchodový systém i navrhovaná reformní řešení.

Abstract:

The submitted thesis "The Development of the Pension System in the Czech Republic After 1989" makes a survey of the current Czech pension system. An analysis of its main elements results in a suggestion of several reformative steps with reference to an adverse demographic development of the Czech population. After a theoretical introduction to pension systems, the second part concentrates on the development of two basic "pillars" of the Czech pension scheme from its beginnings up to the present. The third part describes the impacts of the ageing population on Czech economics and pension scheme. The fourth chapter analyses the weaknesses of the present pension scheme and suggests some arrangements to reach financial sustainability of the pension system, including recommendations of several international organizations. The fifth chapter involves alternate reformative steps. In the sixth part the author suggests the most suitable pension scheme for the Czech Republic. The conclusion summarizes the Czech pension system as such and also assesses the submitted reformative steps.
